Eqlipse Technologies is Hiring a Contracts Director Near Reston, VA

OVERVIEW

BlueHalo is seeking a Contracts Director to become a part of a diverse corporate contracts team supporting BlueHalo. The Contracts Director will provide support through every aspect of the contract lifecycle and act as a valued team member to program management, business development and customers across BlueHalo. This position will be embedded in a mission focused operations group and responsible for supporting business development and program teams in proposal activity, as well as providing contract management and administrative support for multiple commercial/non-commercial, prime contracts/subcontracts within various divisions. The Contracts Director must be a team player with the ability to thrive in a cross-functional organization and manage multiple priorities in a fast paced, dynamic environment.

WHAT YOU WILL DO

  • Perform contract management and administrative duties throughout the contract lifecycle including, but not limited to, proposal review and preparation, leading pre and post award negotiations, executing contract awards, and contract modifications, initiating contract close-outs and providing overall contracts support for complex, multi-year contracts.
  •  Lead contract negotiations with a variety of customers, including the United States Government (USG) and Large Prime Defense Contractors
  • Advise and mentor other Contracts Professionals and Program Managers
  • Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies and protecting company proprietary information.
  • Provide guidance and advice to management on contractual rights, obligations and provide contract interpretation of terms and conditions to program management/business leaders identifying risks and providing risk mitigation strategies.
  • Proactively engage with program teams and customers to ensure that programs are executing to contract requirements, managing scope, meeting contractual milestones, and mitigating risks throughout contract execution.
  • Ensure that terms and conditions comply with all contract requirements, internal policies and all Federal, State and applicable laws.
  • Maintain consistent and organized files for all programs.
  • Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues.

WHAT QUALIFICATIONS YOU WILL BRING

Competencies:

  • Proven Contract Drafting and Negotiation skills.
  • Strong Interpersonal, Written & Verbal Communication Skills.
  • Critical Thinker and Decision Maker
  • Proficient use of Microsoft Office products (Word, Excel, PowerPoint, Access, Project, Outlook)
  • FAR/DFAR knowledge; OTA knowledge, working knowledge of US Government acquisition laws and regulations.
  • Broad experience with a variety of contract types: firm fixed price level of effort, firm fixed price, cost-type, commercial/non-commercial, production, development, license, non-disclosure and teaming agreements

Required Education and Experience:

  • 12 plus years of experience negotiating terms and conditions with the USG and Prime contractors.
  • Experience supporting proposals to include, but not limited to developing Ground Rules and Assumptions, analyzing risk, assessing Termination Liability Schedules, Milestone Payment Schedules, Terms and Conditions and Reps and Certs
  • BS/BA in Business or related discipline such as Finance, Supply Chain, or Accounting or a minimum of 12 years of experience with procurement negotiation, award, and administration
  • Majority of career spent in the USG customer organization.
  • Demonstrated expertise in contracts and subcontract management; specifically, as the contract negotiator or lead.
  • Experience in reviewing RFP/RFQ’s and ensuring compliance with proposals.
  • Experience with all-types of contracts
  • Ability to work independently with limited guidance.
  • 3 years of personnel management

Preferred Education and Experience

  • Federal Contract Manager (CFCM) certified.
  • Experience with accounting systems such as Unanet
  • Experience working Other Transaction Agreements (OTAs) both direct with the Government and through Consortiums

Travel: 

  • 25% travel required to BlueHalo or Customer facilities.
