We are searching for an experienced candidate for the position of MILCON Project Management/FME Support in Arlington, VA.

SUMMARY

Provide MILCON programming and project management expertise to the Army National Guard G-9 Directorate in support of the MILCON program. 

RESPONSIBILITIES

Provide MILCON programming and project management expertise to the ARNG-G-9 in support of the MILCON program. Responsibilities include administrative duties, data collection, providing analysis of data and sources, and processing documents.

• Provide programming and project management support
• Review NG Form 593, project completion reports
• Review Military Construction Cooperative Agreements (MCCA) and MCCA Modifications
• Prepare formal Congressional reprogramming and scope variation documentation
• Prepare requests for waivers from meeting LEED and flood plain requirements
• Conduct quality review and editing of project correspondence to support FME project management responsibilities

Requirements

• Minimum of Bachelor’s degree
• 5 yrs. experience and expertise to support MILCON Programming-DD form 1390/91 Development support 
• Demonstrated working knowledge of ARNG MILCON project and program administration
• Working knowledge of MILCON Plans and Specification review
• Understanding of construction change order validation principles
• Ability to draft cogent technical and professional memorandums and correspondence
• Ability to communicate technical principles in writing and by telephone
• Understanding of the processing of DD Form 1354, NGB86-R, NGB-87-R, MCCA, and DD form 593
• Understanding of ARNG force structure and basing locations
• Knowledge of Above and Below Threshhold reprogramming 
• Experience with Microsoft Office Suite
• Must be able to travel
• Secret clearance level required 

Additional requirements for MILCON Programming Support:

• 5 yrs. experience and expertise to support MILCON Project Management/FME support
• Demonstrated working knowledge of ARNG MILCON project and program administration
• Understanding of ARNG construction and design criteria
• Experience working with the following for the Army: PPBE, Cost Guides, ARNG MILCON, PROJDOCS, ENBOSS, PAX, RPLANS, Information System Cost Estimator (ISCE), PRIDE WEB, ASIP
