We are searching for an experienced candidate for the position of CFMO Technical Support in Arlington, VA.

SUMMARY

Provide MILCON programming and project management expertise to the Army National Guard G-9 Directorate in support of the MILCON program. 

RESPONSIBILITIES

Assist and support the States CFMOs with the management of critical installations mechanisms to support their MILCON programs which includes planning, programming, design, projects management, and expertise in design criteria of the various ARNG facilities (Readiness Centers, Logistics, Maintenance, Aviation and Training). Other areas of support include disaster facility damage assessment, construction estimates and construction and management training.

• Provide technical resources and advise ARNG personnel at State CFMO organizations to support their MILCON / OMNG program execution and management 
• Recommending Initial strategy for the State’s project execution
• Evaluating project alternatives 
• Advising on work classification and fiscal law implications
• Advising program scoping and planning 
• Advising project design and construction
• Providing professional and technical advice to State CFMOs for processes in executing design, construction, and closeout of construction contracts using either Federal or State procedures 
• Providing acquisition expertise in utilizing the appropriate Federal and or State contracting procedures in procuring A-E design services 
• Writing an update to 1 publication annually as designated by ARNG G-9 
• Site Assistance Visits (SAV) to provide technical support to State CFMO organizations 
• Conduct facility damage assessments and prepare construction estimates for follow-on actions 
• Technical support in Design or Construction Contracts - act as master planning and programming charrette facilitator 
• CFMO Certification Program Training Support - conduct project management training in support of NGB's CFMO certification program 
• Program Guidance Course (PGC) Training Support - conduct project management training in support of NGB's annual PGC

Requirements

•  Minimum of Bachelor’s degree
• 5 yrs. experience as a CFMO, or demonstrated equivalent of understanding National Guard regulations
• Demonstrated specific knowledge of ARNG CFMO operations to include but not limited to master planning, work classification, MILCON planning and execution, and program administration
• Working knowledge of Sustainment, Restoration and Modernization (SRM) key principles
• Understanding of Fiscal Law principles as applied to the Federal Government Engineering and Construction projects and processes
• Understanding of the processing of DD Form 1354, NGB86-R, NGB-87-R, MCCA, and DD form 593
• Experience with Microsoft Office Suite
• Must be able to travel
• Secret clearance level required
