Department: Information Technology 

Summary/Objective: 

Information Systems professional, who plans, organizes, implements, and controls departmental functions according to policies mandated by hospital and outside regulatory agencies. The Director will work as an integral part of the Leader Forum in cooperation with the medical staff, administration, and other hospital departments and personnel to provide an information systems environment that supports the District’s Mission and Vision. The Information Technology Director also establishes and maintains systems that are effective and efficient to educate the work force in compliance with the HIPAA Security regulations and is accountable for all associated policies and procedures that serve the best interest of patients, employees and Business Associates.

Essential Functions:

· Manages and coordinates information technology hardware, software and services including, but not limited to: planning, development, justification, purchase, installation, security and debugging, networking issues, identification of system requirements, Help Desk and directing and following the District’s policies and procedures in a 24 X 7 X 365 environment.

· Provides expertise and direction to support the District’s Information Technology strategic plan.

· Takes initiative and demonstrates creative thinking in decision-making and problem resolution situations and in the performance of job duties.

· Works with the Leadership Team in managing information systems projects, determining priorities, scope, budget (develops and oversees the department’s budget), and vendor selection.

· This position will be available during normal business office working hours and may be required to participate in the IT on-call rotation.

· This position requires availability during any emergency situations and/or outages of the network and/or Electronic Medical Record. 

· Manage and direct the daily operation of assigned areas and staff.

· Develop implement, maintain and enforce departmental programs, policies, procedures and protocols. Ensure and maintain required documentation for compliance with safety, environmental and infection control standards, and with local, state, FDA, CLIA, CAH and HIPAA regulations. Monitor compliance with standards, identify variances or inabilities to meet established targets and implement action to ensure that targets are met.

· Identify opportunities to improve customer satisfaction. Represent the Information Technology Department on committees and functions, and to the general public in community relations and marketing activities.

· Develop and foster collaboration among departments to ensure a coordinated approach to providing services and resolution of complaints or concerns.

· Keeps abreast of current trends and developments within the Information Technology field.

· Assists in supervising, retaining, and hiring competent staff in the Information Technology Department, which include performance management, scheduling, corrective action, establishing individual and team goals aligned with the District’s Mission and Vision and assist employees in development and meeting goals whether individual or team related goal.

· Ensure that all employees are properly oriented, trained, and that annual competencies, certifications, and licensure and education requirements are current. Ensure that all personnel are properly trained on equipment and competent in its use.

· Enhance professional growth and development of department staff through in- service meetings and workshops. Plan, develop and provide continuing education and training.

· Develop, implement and apply personnel management policies and procedures in accordance with the District’s and department’s policies; ensure that department and hospital guidelines, work rules and personnel policies are understood and applied to staff.

· Develop and implement Performance Improvement Plan’s for Information Technology Departmental staff members as needed.

· Work to reduce costs and achieve effective use of resources.

· Manage the operating budget. Review productivity and labor analysis and adjust staff to meet budget. Create operational adjustments to ensure operating budgets targets are met.

· Evaluate and recommend supplies, new equipment purchase selection and technologies; provide justification and prioritization of such needs; order procedural and operational supplies.

Supervisory Responsibility: 

This position has supervisory responsibilities.

Work Environment: 

The majority of the time will be spent in an office environment.

Physical Demands:

Duties regularly require standing, walking, bending, kneeling, stooping, pushing, pulling and crouching as well as lifting and/or moving up to 50 lbs.

Position Type/Expected Hours of Work

40 hours a week Monday through Friday, but may be called out after hours for IT related needs.

Travel

Occasional travel is possible for this position due to training, meetings and conferences.

Requirements

Required Education, Experience and License

Texas Driver License if driving for SCH with an acceptable record

Preferred Education, Experience and License

· Bachelor’s Degree in Information Technology, Business Management, Healthcare or similar – mandatory.

· 5 years’ experience in Healthcare Information Technology Management position – mandatory.
