Susquehanna County is Hiring a Warden / Outreach Supervisor Near Montrose, PA

GENERAL: The Prison Warden/Outreach Supervisor, under the administrative and operational direction of the Susquehanna County Jail Board, will be responsible for the administrative and operational duties associated with the functions of the Susquehanna County Correctional Facility, as well as all Outreach programs and personnel. As such, the Prison Warden/Outreach Supervisor is responsible to plan, develop and implement policies and procedures for the overall efficient and orderly operation of the County Prison; including supervising and directing the work of the jail staff, as well as being responsible for any programs and personnel involving outreach to enrich the lives of inmates.

Minimum Requirements:

Bachelor’s degree preferred in Law Enforcement, Psychology, or a related field, including or supplemented by supervisory work experience in a management or administrative capacity, preferably in a correctional institution or law enforcement agency, or any equivalent combination of education, work, and experience.

Applicant should have knowledge of Chapter 95, Title 37, as it relates to County Prisons.

Applicant should possess excellent written and verbal communication skills.

Applicant should demonstrate strong leadership, project, and time management skills.

First Aid and CPR Certification required.

Required Knowledge, Skills and Abilities

Ability to speak and understand the English language in an understandable manner in order to carry out essential job duties.

Must possess initiative and problem-solving skills.

Must possess effective communications and interpersonal skills.

Ability to function independently and demonstrate flexibility within the position.

Ability to work effectively with inmates, co-workers, and others.

Ability to maintain confidentiality regarding inmate and county information and records.

Ability to make independent decisions when circumstances warrant.

Thorough knowledge of the County and County Prison Policies, Procedures, and Operations, and demonstrate that ability to apply such knowledge to job duties.

Technical knowledge of legal standards and regulations governing the security and operation of a correctional institution.

Knowledge of principles and practices of effective supervision.

Ability to assign and review work of subordinates.

Ability to make appropriate recommendations concerning revisions to current and future policies/procedures.

Knowledge of behavior patterns of inmates and ability to respond in an appropriate and correct manner.

Ability to develop and implement policies and procedures for maximum prison efficiency and safety.

Must demonstrate excellent time management and organizational skills.

Essential Functions:

Maintains overall order and security of County Prison, Staff, and Inmates.

Supervise the overall operation and staff of the County prison.

Conduct interviews and make recommendations to the Prison Board for hiring staff.

As directed by and through the Prison Board, develop policies and procedures for the efficient operation of the overall prison.

Prepare annual budget and submit for review and approval; oversee approved expenditures.

Conduct frequent inspections of the Facility and recommend corrective action where necessary.

Meet and consult with employees and outreach personnel on at least a monthly basis – more often if necessary.

Work closely with the Commissioners’ office regarding Union Matters and Grievances from employees so as not to change or modify Union Contracts by setting unwanted precedents.

Assures that all staff receive proper training and conduct training when appropriate.

Keep appropriate records to verify when required training and certifications, CPR, etc., must be renewed for each employee.

Attend all meetings of Prison Board; make recommendations and provide monthly reports.

Interact daily with various Police Agencies, Parole/Probation Officers, Attorneys, County Personnel, General Public, Prison Board and Board of Commissioners regarding essential job duties and functions.

Attend Sentencing and Arraignment Court when necessary.

Facilitate programs for rehabilitation of inmates, review them often, and always be researching new and different opportunities for outreach programs.

Attend meetings, seminars, and training as necessary.

Respond to Inmate Grievances and Staff Incident Reports in a fair and timely manner.

Any other duties as assigned by the Susquehanna County Jail Board.

Physical and Other Requirements:

Ability to record, convey and present information, explain procedures, and follow instructions.

Ability to stand and sit for long period of time throughout the workday, with frequent walking and occasional twisting, reaching, climbing, pulling and pushing required for obtaining files, doing inspections and other job functions.

Dexterity for simple to coordinated movements of fingers/hands, feet/legs, torso.

Ability to cope with physical and mental stress. Ability to react quickly physically and mentally in the event of a disturbance or physical outbreak.

Ability to pay close attention to detail and concentrate on work.

Indoor work in adequate workspace, lighting, ventilation, and temperatures; average exposure to noise, dust, and dirt, but with frequent disruptions and stress.

Subject to working on-call or on as-needed basis (24hours/7days/365 days as required).

Work may involve interaction with potentially mentally ill, volatile, hostile, or aggressive inmates. Conflict management skills required, and the ability to recruit outside agencies for outreach programs to assist inmates.

Special Requirements:

The applicant must pass a county background check with no record of criminal convictions.

The applicant must complete and pass pre-employment drug testing.

The applicant must meet and comply with Susquehanna County’s Employment Policies.

Part of this position involves the handling of CONFIDENTIAL DATA, disclosure of which is protected by law.
