TITLE: FIELD APPRAISER - CERTIFIED
DEPARTMENT: ASSESSMENT
LOCATION: SUSQUEHANNA COUNTY ASSESSMENT OFFICE
REPORTS TO: DIRECTOR OF ASSESSMENT
SUPERVISES: NONE
POSITION STATUS: FULL TIME, UNION ELIGIBLE
GENERAL: This is a technical job, inspecting real property for the purpose of determining assessed values for tax purposes.
An employee in this position may locate, visit, and review properties. Specific property data is gathered using technical means such as GIS (Geographical Information System), and will also require field work which includes observation, photography, measurement, and interview of property owners and/or builders or tenants. The emphasis at this level is on obtaining complete and accurate information to ensure a fair assessment. Work may be complicated by the following: difficulty in locating specific properties, weather conditions, animals, and aggrieved persons.
Minimum Requirements:
Education equivalent to the completion of twelfth grade
Valid Driver’s License
Be a resident of the Commonwealth of PA for at least 6 months.
Able to work under pressure & deal with stressful situations.
The applicant must be certified by the Commonwealth of Pennsylvania as a Certified Pennsylvania Evaluator
Work Hours Required/Availability:
This position is 40 hours per week.
Required Knowledge and Skills:
Knowledge of physical, social, and economic factors affecting property values.
Knowledge of materials and methods of construction used in residential and commercial properties.
Knowledge of laws affecting property assessment.
Ability to prioritize work effectively.
Ability to make accurate, detailed observations of buildings and properties and prepare complete reports, with the ability to produce consistent and accurate work.
Ability to measure accurately and make drawings to scale.
Ability to locate properties using maps and tax records.
Ability to properly and consistently apply formulas and policies to produce property evaluations.
Ability to communicate and express communication effectively, both orally and in writing.
Ability to work independently.
Ability to meet deadlines.
Ability to use a computer to perform data entry using specialized software called CAMA (Computer Assisted Mass Appraisal), Microsoft Word & Excel.
Ability to use GIS (Geographical Information Systems) to locate, identify, and review properties for changes.
Principal Duties and Responsibilities:
Perform tasks as assigned in the Assessment Department which can include:
Locate real property by using maps, deeds, and various county records, and also by physically visiting an area, and questioning residents when necessary.
Perform site visits to properties for the purpose of taking notes, verifying current improvements, photographing improvements, measuring structures, verifying type and quality of any construction; use; age; location; and condition.
Utilize computer software (Computer Assisted Mass Appraisal, or CAMA) by entering property data to arrive at an assessed value for property.
Sketch structures using CAMA & APEX.
Attend assessment appeal hearings occasionally to explain how property values were determined.
Local travel as required most days. Some travel is required for training or other purposes.

Certifications:
Certified Pennsylvania Evaluator (CPE)
Special Requirements:
The employee must have passed the Susquehanna County Background Check with no record of criminal convictions.
The employee must meet and comply with Susquehanna County’s Employment Policies.
The employee is required to maintain the certification of Certified Pennsylvania Evaluator during Employment, as is required by the Commonwealth of Pennsylvania.
Part of the position functions involve the handling of confidential data, the disclosure of which is protected by law.
Physical Requirements:
The applicant must be able to perform the duties and responsibilities of the position in a normal office environment as well as the duties performed outside during site visits.
Office work will typically involve long periods of sitting.
Site visits are often performed during active phases of building construction and may include climbing stairs and/or step ladders, walking over uneven terrain, working in inclement weather including rain, snow, and high temperatures, and driving for extended periods of time.
