Summit ET is Hiring a Senior Policy Analyst - NESS Near Washington, DC

SummitET is seeking a Senior Policy Analyst with SECRET clearance to assist policy analysis and implementation and advise on programmatic initiatives in line with the responsibilities of the Office of Nuclear Energy, Safety, and Security (NESS) within the U.S. Department of State onsite in the Washington, DC region. 

**Position is contingent upon contract award**

Location: U.S. Department of State onsite in the Washington, DC region.

Duties:

  • Support efforts to provide Executive Branch views on U.S. Nuclear Regulatory Commission (NRC) Part 110 license applications and Department of State concurrence on Department of Energy Part 810 nuclear-related technology transfer authorizations, and Department of Commerce nuclear-related license applications.
  • Support efforts related to international licensing issues related to Part 110, 810, Commerce applications, and import assurances.
  • Update and maintain NESS's tracking spreadsheets to ensure timely processing of these applications and authorizations.
  • Support NESS role as Chair of the Interagency Subgroup on Nuclear Export Coordination, including preparing agendas for the meetings and drafting meeting reports.
  • Participate in efforts supporting ISN senior leadership objectives for NESS to launch or strengthen new diplomatic initiatives and advancing U.S. nuclear export control policy objectives, including the U.S. responsible supply agenda in the Nuclear Suppliers Group and related to the Nuclear Nonproliferation Treaty review process.
  • Plan, organize, and assist with projects, trainings, and other activities in these topical areas, as determined and assigned by the client.
  • Draft and develop products in support of office and Department leadership, to include reports to Congress, briefing checklists and talking points, background and issue papers, trip books, reporting cables, diplomatic notes, meeting notes, information and action memos, strategies, press guidance and releases, speeches, and blog entries, as determined and assigned by the client.
  • Liaise regularly with Department and interagency experts to develop, synchronize, and support strategies, policies, engagements, and projects related to nuclear export controls, as determined, and assigned by the client.
  • Other tasks in support of NESS's export control responsibilities, as needed and assigned. Balance and prioritize complex tasks with limited supervision and demonstrate initiative to develop solutions
  • Minimal to no travel is expected for this position.

Required Qualifications:

  • Masters degree and minimum of five (5) years of practical experience and discipline applicable to CBRN Defense/Consequence Management and experience as a professional on a multi-disciplinary team.
  • Two (2) or more years of project management experience, including experience in international project planning and implementation.
  • Broad knowledge and experience with issues related to non-proliferation, international affairs, export control, or CBRN terrorism and counter-terrorism matters.

Security Requirements: Secret clearance required with ability to obtain Top Secret with SCI

  • Must successfully pass pre-employment background and drug screening
