The anticipated salary range for this role is between $142,000.00and $176,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. Job Summary

MANUBANK'S Governance and Risk Program Manager is responsible for developing, implementing, and maintaining governance for how SMBC MANUBANK manages governance documentation, including but not limited to Frameworks, Policies, Standards, and Procedures. As a member of the Enterprise Risk Management ("ERM") team, this individual will partner with the Governance & Practices and the Risk Management Departments within SMBC Group Americas Division ("SMBC-AD") to integrate parent company Policy and Standards at SMBC MANUBANK. You will help grow and evolve SMBC MANUBANK's current practices by defining a structure for how we receive, assess, and socialize governance documentation from SMBC-AD and will stand up a review and assessment program for assessing existing SMBC MANUBANK governing documentation for alignment with parent-company Policy and Standards.

Principle Duties & Responsibilities
  • Instill a strong culture of Risk Governance. Guide and mentor other team members responsible for providing risk governance program support.
  • Extend the reach of Risk Governance to partners throughout SMBC MANUBANK through training and guidance on specific issues.
  • Collaborate with the Head of ERM to set the strategy for end-to-end governance document lifecycle management in alignment with parent-company Policy and Standards.
  • Manage the existing document inventory. Establish metrics and internal dashboards & reporting to monitor and measure the success of the governance documentation program. Collaborate with the Head of ERM to enhance Management- and Board-committee reporting around governance documentation adoption and adherence.
  • Partner with the other areas of the Chief Risk Office to enhance the organization's understanding of governing documentation, document types and associated expectations, and implications of non-adherence. Develop training, communications, and other tools as needed to facilitate this understanding.
  • Work with other ERM teams and SMBC-AD to ensure that processes and controls related to management of governance documentation are captured within the Risk & Control Self-Assessment ("RCSA") and partner with SMBC-AD Operational Risk Management and other ERM counterparts to execute the RCSA.
  • Establish a dynamic, risk-based testing program to periodically select and review a sample of risk-owned policy requirements for adherence by the Commercial and Digital Banking Units. Report on the results of policy adherence testing program to the Chief Risk Officer and Senior Management.
  • Travel may be required up to 15% of the time to accommodate team on-sites.
Position Specifications
  • 8 years of experience in financial services, with significant experience in enterprise risk management, operational risk management, first line process and control ownership and execution, or related areas.
  • General risk understanding of enterprise risks, and the necessary building blocks of an effective ERM framework. Previous experience in internal audit or familiarity with internal control frameworks (COSO, ISO 31000, RIMS, COBIT) is required.
  • Proven ability to manage projects and influence at all levels of the bank, across divisions, and within the parent-company.
  • Experience evaluating and designing controls; conducting risk and/or impact assessments; identifying control gaps; and remediating risk.
  • Strong analytical and quantitative skills; Excellent written and verbal communications skills; Ability and willingness to negotiate internally, often at a senior level.
  • Certification in enterprise risk management a plus (CRMCP, CERP, CRM, COSO).
