Strongbridge LLC is Hiring a BMO Enterprise Architecture Support Analyst - CPIC Near Washington, DC

Strongbridge has an exciting opportunity for a talented, experienced Financial Analyst with a passion for innovation to support our team. The Financial Analyst will be part of a team providing support for federal government agency. Candidates must be clearable for a public trust and a US Citizen who has lived in the US for the past 3 years consecutively. Candidates may be required to visit the client site monthly. The posted pay range reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.


Responsibilities:

  • Analyze the existing portfolio, present analyses, expand upon concepts of operations, create technology evaluation guidance or conducts initial short-listing, investment patterns, and maturity models based on DHS mandated or other federal government frameworks (FEAF, TOGAF, DoDAF etc.), system patterns and other foundation framework and program management dimensions that must align to the DHS mandates for enterprise architecture and security for all DHS components.
  • Implement, maintain and update EA framework in keeping with the CIO IT Strategy goals and DHS mandated activities to revisit, change, update, or expand the framework.
  • Extensive, proven proficiency identifying "low-hanging fruit" relating to EA framework and transform into an actionable plan Lead and support development of EA Artifacts including project related artifacts, cost estimation requirements and budget requirements, TBM related cost towers/pools/requirements, and any and all architecture, network, or other related documentation or diagrams that would support the creation, development, deployment, and maintenance of an EA framework.
  • Support Enterprise Architecture initiatives to ensure IT governance framework alignment with architecture framework, taxonomy, methodologies, best practices and targets, scorecards, and other documented key performance indicators in keeping with DHS mandated architecture measures and required compliance standards.
  • Develop EA framework that serves as an authoritative reference and supports Acquisition Programs' life cycle, service delivery, functional integration, and resource optimization.
  • Ensure IT governance framework, processes, and practices are leveraged to enterprise architecture principles, and that standards are upheld, documented, assessed annually or on a mandated basis in keeping with DHS enterprise architecture requirements and in keeping with TBM requirements for EA.
  • Maintain the Standards Management framework using the DHS EA management systems, mandated frameworks, mandated tools, while providing feedback and information as required and outlined by the DHS Chief Architect.
  • Maintain the S&T EA alignment with the DHS EA, Office of Management and Budget (OMB)/Government Accountability Office (GAO) criteria, and other Federal guidelines (as appropriate).
  • Assists in preparation of documentation to support strategic planning, programming, budgeting, and execution, such as OMB Exhibit 300. Provides cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses in support of capital planning and investment control.
  • Research best practices, supports collection and analysis of data to detect trends, and makes recommendations. Develops and reviews business cases for IT investments. Supports IT portfolio management and governance of IT investments in accordance with DHS policies and directives.
  • Performs financial and business analysis, risk management and performance measurement, in support of capital planning for IT Investments. Conduct Earned Value Management compliance assessment / Integrated Baseline Reviews. Establishes, monitors, measures, assesses and evaluates performance metrics for the investment and its programs. Develop and present CPIC training. Create high-impact presentations for senior client leaders. Identify new cost optimization opportunities and risks.

Requirements:

  • Must be a U.S. Citizen
  • Bachelor's Degree
  • Ability to obtain a public trust clearance
  • 4 years of working experience with the CPIC process and managing/supporting large investments.
  • 3 years of demonstrated experience in Federal IT with Enterprise Architecture engagements either within a consultancy or large Federal government environment. Previous experience in successfully using an EA framework in an enterprise IT context required.
  • Use of frameworks, methodologies, and tools, such as Gartner/META, TOGAF, DoDAF, FEA, Zachman. Experience implementing use of TBM tools (i.e. Apptio, CostPerform).
  • Certifications: TOGAF (required). Zachman (preferred), CTBME (preferred)

Pay Range: $42,000 - $91,000
