Stearns County derives strength from the diversity of its workforce and provides a welcoming environment where all are respected, honored and valued. The Public Works department is seeking a highly dedicated individual to lead the Waite Park Shop maintenance team.
Position Objective
To provide supervision for maintenance workers and management of the Highway Shops in the assigned districts of Stearns County. This position is responsible for maintaining safe County roadways for the motoring public, particularly during adverse weather conditions.
Essential Duties and Responsibilities
These examples do not include all possible responsibilities in this position and do not limit the assignment of related duties to this classification.

1. Assigns staff and equipment to projects and instructs personnel in the proper use of equipment and tools.
2. Manages staff including: employee selection, orientation, training and coaching; performance management and initiating disciplinary actions.
3. Manages and directs snow and ice removal operations to ensure safe roadways for the motoring public; directs callout of crews, determines equipment and materials needed; monitors weather conditions and performs visual inspections.
4. Manages and directs road maintenance repair and reconstruction projects.
5. Coordinates and prioritizes contractor schedules.
6. Assesses product and material needs for projects, determines cost and assigns staff.
7. Coordinates and collaborates maintenance functions with other groups within the County Highway Department, State Highway Department, municipalities, townships, governmental agencies, law enforcement officials and the public.
8. Assists with the development of the capital equipment budget.
9. Coordinates materials ordering and tracks and reports inventories; identifies ongoing needs and usage to ensure sufficient materials are available.
10. Prepares time, equipment and materials reports.
11. Plans and schedules proper maintenance and replacement of vehicles and equipment.
12. Assists with revision and implementation of department policies, procedures, and forms.
13. Reviews and approves employee labor, material and equipment timesheets and reports.
14. Inspects utility right-of-way permits, approving or collaborating with the permit holder to complete work to County specifications.
15. Conducts safety meetings and safety discussions with staff.
16. Responds to public complaints and demands to maintain positive public relations.
17. Monitors proper roadway signage, critiques sign quality and arranges repairs or replacements to ensure compliance with established sign standards.
18. Monitors electronic logs and evaluates routes, material usage, and assembles documentation on all activities.
10. Contributes to the development of the five-year road improvement plan.
20. Attends work in a regular and timely manner.
21. Performs other duties as assigned or apparent.
Minimum Qualifications and Desirable Knowledge, Skills and Abilities

Minimum Qualifications
In order to be considered for this position, applicants must possess the following:
  • High school graduate or equivalent
  • Five years of highway maintenance/highway construction work experience for a state or local governmental agency
  • Valid Minnesota Class A - CDL driver's license
  • Non-commercial pesticide spraying license or have the ability to obtain within twelve months of hire
  • Ability to be available for on-call responsibilities outside of normal business hours
  • Experience using Microsoft Office applications
Preferred experience beyond minimum qualifications:
  • Experience in a supervisory position
  • Public relations/customer service experience
  • Experience with the use and operation of heavy equipment

1. Knowledge of materials, methods and techniques commonly used in construction and maintenance activities particularly those applied to roads and bridges.
2. Knowledge of hazards and the safety precautions of operating heavy equipment and performing maintenance activities on a road system.
3. Knowledge of applicable Federal, State, County and local laws, rules and codes relating to highway maintenance and road repair activity.
4. Ability to provide direction and supervision to assigned staff.
5. Ability to keep accurate records and prepare work and time reports.
6. Ability to make decisions in accordance with policies and procedures.
7. Ability to work independently with minimal supervision.
8. Ability to effectively communicate verbally and in writing.

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 85% of the time outdoors and 15% of the time indoors. Work related travel covering approximately 290-330 miles within the assigned district of Stearns County. Will have some exposure to health hazards and accidents. Subject to the hazards of traffic, inclement weather and unforeseen roadway issues. All employees are required to reside within the state of Minnesota.

Extent of Supervision or Guidance Provided
Work is performed under the general supervision of the Maintenance Superintendent.

Supervision of Others
This position supervises Maintenance workers, Lead workers, and seasonal laborers.
Responsibility for Public Contact
Frequent.

Hours of Work, Testing and Interview Dates

Hours of Work
This position has a normal work schedule of 7:30 a.m. to 4:00 p.m.; may include some hours outside of normal work hours on occasion. Summer hours: 6:00 a.m. to 4:30 p.m., Monday through Thursday (starting the week prior to Memorial Day through Labor Day). Regularly includes hours outside of normal hours during the snow and ice season.
