Introduction

The Wisconsin Department of Natural Resources (DNR), Bureau of Finance is recruiting to fill a Purchasing Agent vacancy. This position will be filled at the Objective level or Senior level depending on applicant qualifications. This position will most likely work out of the Department of Natural Resources Central Office building, downtown Madison, WI; however, telework may be available for up to 60% of the workweek.

Position Summary

The Purchasing Agent is responsible for demonstrating and providing high quality customer service and expert procurement services, in accordance with State Statutes, the Uniform Commercial Code, the Department of Administration (DOA) State Procurement Manual, Agency policies and procedures, and other established rules and regulations.

The position will be responsible for procurement duties which include: Writing, reviewing, evaluating and creating procurement documents for simplified bids, Requests for Information (RFIs) and Requests for

Sealed Bids (RFBs). The Purchasing Agent is an active participant in Section and Bureau meetings and will serve on agency and interagency committees as assigned.

Additional responsibilities of this position also include: Working collaboratively on projects, policies, procedures, business rules, section’s web page(s) and other tasks as assigned; developing and presenting training materials; conducting spend analysis and/or cost avoidance initiatives; coordinating value-added contracts and actively utilizing the tool for reports and compliance requirements.

Salary Information

Starting pay for the Objective level is $27.54 - $30.60/ hour ($57,283.20 - $63,648.00 annually).

Starting pay for the Senior level is $31.62 - $33.66/ hour ($65,769.60 - $70,012.80 annually).

Pay on appointment for current or former state employees is based on the State Compensation Plan.

The Objective level position is in Pay Schedule / Range 07-04.

The Senior level position is in Pay Schedule / Range 07-03.

A 12-month probationary period may be required.

Job Details

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

All state employees must report their COVID vaccination status, whether vaccinated or not and provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

Qualifications

Required qualifications for this position include experience in all of the following:

  • Performing or advising on purchasing/procurement related functions (e.g. evaluating/developing complex commodity or service solicitations, preparing or conducting requests for bid or purchasing processes, etc.)
  • Interpreting and applying complex information such as rules, policies, laws or procedures
  • Advising customers or clients in layman’s terms about laws, regulations, policies, procedures, or other complex documents or information

Best-qualified applicants will also have the following preferred qualifications:

  • Developing, negotiating, or maintaining detailed purchasing contracts
  • Updating or creating training or procedural documentation
  • Experience in purchasing or procurement for the State of Wisconsin

Interpreting and applying complex information such as rules, policies, laws or procedures that relate specifically to contract law, contract development, or contract administration
