Office location: 601 57th Street, Southeast, Charleston, WV 25304
Employee may work in one or more of the specialty areas: planning, grants/loan management, federal/state compliance, or infrastructure improvement. Will be accountable for established objectives in the specialty area.
Employee will be assigned to the Division of Water and Waste Management, Clean Water (CW) State Revolving Fund Program. At the full performance level, performs professional work in a grant/loan financing program for infrastructure development activities in the state.
Duties are as follows:

  • Reviews grant/loan applications for compliance, cost and accuracy in such areas as financial documentation, public notification, civil rights, engineering contract review, professional contract review, federal and state compliance, etc.
  • Recommends to supervisors the approval of grant/loan requests with highest need priority after review of all applications.
  • Review supporting invoices and recommends monthly payment reimbursement requests, allowable project extension approvals, and final payment and closure of loan reimbursements.
  • Employee will monitor monthly contracts to project for the local administration of state and federal grants/loans to assure funds were properly spent and appropriate records maintained.
  • Collaborates with state and federal governmental officials in the administration of federal grant / loan assistance programs.
  • Prepares both verbal and/or monthly written reports regarding project progress for the federal agency with the project- related information that was input into an ACCESS database.
  • Employee will investigate infrastructure development needs through meetings with state, regional, and local governmental officials, community leaders, and private sector parties, and by collection relevant economic and demographic data.
  • Will assist in the development of state and federal grant/loan applications to meet community needs by assisting in designing of program guidelines, eligibility criteria and application forms.
  • Employee will provide local officials and contractor guidelines in establishing files, financial records systems, record keeping and retention, purchasing procedures, audit requirements and reporting requirements, both federal and state related.
  • Participates in workshops and meetings to advise local officials and other interested parties of programs and educates officials in grant/loan application procedures and grant/loan administration. This will include travel to the communities to review program required record retention and project files.
  • Performs other special assignments and other duties as designated, i.e. special appropriate grant reviews, reviews for water development authority loans and payments, clean watershed needs survey database, CBR reporting, non-point source loan program, on-site loan program reviews and assisting with disadvantaged business enterprise requests.
  • May also plan, organize and coordinate a moderately complex project or grant in the area of assignment.
  • Employee will perform other related work as required or assigned.
Note: Regular attendance is an essential part of this position.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of required training.
AND
Experience: Two (2) years of full-time or equivalent part-time paid professional experience in grants development or grants administration, delivery of technical assistance programs, industrial development, community development, planning, project administration, business administration or public administration.
OR
Substitution: Master's degree from an accredited college or university may substitute for one (1) year of the required experience.
