Employee will be assigned to the Business Operations Office, Financial Services, Accounts Payable Section. Under general supervision of the Accounts Payable manager, employee will work as a lead worker, and in the absence of the manager will supervise assigned units of the Accounts Payable section. Employee will approve staff time in Kronos in manager’s absence. Provide guidance in the processing of invoices in the WV Oasis system, and will process disbursement cancellation on checks. Will gather and compile information from each division pertaining to the Charleston headquarters; coordinate headquarters' invoice payments and disseminate data across the department; audit accounting to make sure major program, program, entitlement year, and functions are correct. Employee will enter data into WV Oasis and submit to the auditor’s office for payment; confer with the program office managers about all changes in financial coding; reject and return invoices to the program office that is non-compliant to state auditor payment procedures and/or purchasing guidelines; provide technical guidance to program office’s staff for payment to be in compliance with the WV State Auditor’s Office guidelines; will review the standard operating procedures for the processing of invoices in the WV Oasis system and make revisions as needed. Will work with vendors and other state agencies to resolve any issues concerning the payment of an invoice. Employee will develop and execute training to introduce policies and procedures to new employees and communicate change to existing team members. Employee must learn the processing of all types of invoices that come into the office (travel, general accounting documents, matching payment requests, general accounting expenditures, internal exchange transactions, intra-government transfers, wires, and grant award payments). Will ensure invoices related to contracts, encumbered and central master agreement contracts are in compliance with the State Auditor’s Office, State Division of Purchasing, and legislative and federal guidelines. Employee should have experience in Excel, knowledge of processing invoices, WV Oasis, and P-Card. Must possess excellent communication and computer skills.
Employee will perform other related duties as required and/or assigned.

Training: Graduation from an accredited college or university. Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or related field.
