The OpportunityWSDOT is currently seeking a Transportation Engineer 3 to oversee the SR 520 Bridge Replacement and HOV Program (SR 520) and the Alaskan Way Viaduct Replacement Program (AWV). These multi-billion-dollar capital construction programs are highly visible, political, controversial, and complex, reporting directly to the Assistant Secretary for Urban Mobility and Access at WSDOT. The largest mega programs in WSDOT, they consist of multiple major projects in various phases of development spanning from SR 1-5 to SR 1-405 on SR 520 and through the City of Seattle from the SODO District to South Lake Union on SR 99 and along Alaskan Way on the Seattle Waterfront. The Transportation Engineer 3 will supervise State Quality Verification inspection and project oversight duties within the Quality Organization of the WSDOT SR 520 Corridor Design-Build Office to ensure compliance with environmental contract requirements and oversee the implementation of a strong Quality Management program by the Design-Builder to meet or exceed contract requirements.
What to ExpectAmong the varied range of responsibilities held within this role, the Transportation Engineer 3 will:
- Manage and evaluate the performance of subordinate engineers and technicians.
- Interpret and explain complex environmental permits and contract requirements to subordinate staff, team members, contractors, local agencies, and members of the public as needed.
- Train and mentor subordinate staff in the performance of a variety of Quality Verification inspections and resolution of nonconformance issues.
- Assign work and schedule subordinate staff to ensure sufficient inspections are being performed to confirm overall project quality and contract compliance.
- Prepare and manage Design-Build Quality Audit Plans.
- Make decisions on the appropriate elements to be included in Quality Audit Plans and Quality Verification Audits.
- Determine necessary hold points for audit plan work elements and make decisions on when quality verification inspections and audits will be performed.
- Verify the determination of non-compliant issues identified by subordinate QV staff.
- Review and provide comments on a variety of Design-Build submittals.
- Participate in a variety of Design-Build task-force meetings as assigned.
QualificationsTo be considered for this opportunity, the following are
required:
- One (1) year of experience as a Transportation Engineer 2 construction project inspector or equivalent experience.
- Ability to read and understand complex construction plans, provisions, and standards.
- Complete the General Certified Inspector training within 6 months of employment.
- Proficient in the use of computer programs, including MS Excel and MS Word.
- Possession of a valid driver's license.
- Strong communication skills, both orally and written, to respectfully communicate with groups and individuals representing Contractors, WSDOT, Local Agencies, Resource Agencies, and private citizens.
- Thorough knowledge of engineering practices and principles.
- Ability to work in various challenging conditions, including harsh weather, rugged terrain, steep slopes, confined spaces, and heights of 50 feet or more. The incumbent may also have to work over water, which can pose additional risks. Fall protection and life jackets are required.
It is
preferred that qualified candidates also have the following:
- Knowledge of WSDOT design-build procedures with special attention to construction quality management.
- Understanding of environmental permitting and permit conditions and how they apply to the construction process.
- Fully developed transportation engineering, supervisory, communication, and issue-resolution skills.
- Ability to examine issues and conflicts between the owner and the contractor and find fair and reasonable resolutions.
- Supervisory and mentoring skills necessary to lead a diverse group of engineers and technicians in the inspection of design-build construction work.
- Ability to interpret and explain complex structural/civil engineering plans to team members, contractors, local agencies, and members of the public as needed.
- Ability to complete assignments, supervise and train subordinates, and give directions independently with limited oversight.

- This position is not eligible for remote work.
- The standard work hours for this position are Monday through Friday, starting at 7 AM and ending at 3:30 PM. However, the employee may be required to work at different times, including evenings, weekends, and overtime, to meet the project's needs. This position is eligible for flexible work schedules.
- The salary listed includes the legislative-approved 5% salary premium for positions in King County.
