State of Washington Office of Financial Management is Hiring a Testing and Quality Assurance Manager Near Olympia, WA

What this job is about:
We are seeking for a Testing & Quality Assurance Manager to support the quality assurance of the Financial Accounting Module and to assist in the review and testing delivery of program deliverables using proven project management principles while simultaneously supervising two Senior Software Specialist and one Digital Accessibility Specialist.
In this role you will work with all One Washington project staff with a focus on leading quality assurance through testing the state’s new mission critical enterprise resource planning system processes, requirements traceability, accessibility/usability, and defect tracking. You will coordinate portions of the testing for the new Enterprise Resource Planning (ERP) system across all state agencies to include but not limited to Legacy system testing, end-to-end testing, and user experience review. This position will ensure portions of the application are fully tested, defects tracked to resolution and defined business processes are functional.

Duties

What you'll do:

  • Develop and implement comprehensive test plans and strategies for the Workday ERP implementation project.
  • Lead a team of testers to execute test cases and scenarios, ensuring thorough coverage of all functional areas.
  • Collaborate closely with the project management and development teams to identify testing requirements and priorities.
  • Establish and maintain testing standards, procedures, and documentation.
  • Conduct regular reviews of test results and identify areas for improvement in system functionality and performance.
  • Coordinate with business stakeholders to ensure that testing aligns with user requirements and expectations.
  • Manage the defect tracking process, including identification, prioritization, resolution, and reporting.
  • Provide regular status updates on testing progress and issues to project stakeholders.
  • Mentor and coach team members to enhance their testing skills and knowledge.
  • Stay current with industry best practices and emerging trends in testing methodologies and quality assurance techniques.
Additional Duties of this position:
  • Oversee and lead the Quality Assurance test staff across all the state agencies ensuring that the critical timelines are met.
  • Lead end to end testing across all the agencies. All agencies have their own unique shadow systems.
  • Coordinate successful User Acceptance Review across all state agencies. The ERP will be changing the way staff do their work, which may cause pushback on implementation.

Note: Attendance at least once a month may be required for in person team meetings at 1500 Jefferson Street SE, Olympia, WA.

Qualifications

Required Qualifications:

  • Bachelor’s degree in computer science or closely related field or an additional four (4) years of experience in lieu of a bachelor’s degree, and
  • Seven (7) years of experience in application testing; to include writing software test strategies, test plans, test cases, tracking defects and resolution, reporting test status, and
  • Four years of lead or supervisory experience.
Preferred/Desired Qualifications:
  • Proficient in Microsoft Office Suite: Including Excel, Word, Visio, PowerPoint, SmartSheets and SharePoint;
  • Experience with Project management principles and methodologies;
  • Experience with automated software testing tools like Kanios;
  • Certified Software Tester (CSTE) or Certified Software Test Professional (CSTP);
  • Proficiency in implementing accessibility standards (WCAG 2.0 AA); and
  • Knowledge and experience with assistive technologies (e.g. JAWS, NVDA, Voiceover).

  • Demonstrates/possesses strong organizational skills; ability to create structure, boost productivity, and prioritize task that must be accomplished, delegated, postponed or eliminated
  • Decision-making skills: ability to Identify and understand problems and opportunities by gathering, analyzing, and interpreting information; ability to choose the best course of action by establishing clear decision criteria, generating, and evaluating alternatives, and make timely decisions.
  • Ability to manage both people and activities proactively (analyze, assess, and alleviate potential disruptions before they occur)
  • Ability to view the "big picture" of the project goals and vision, while performing detailed tasks
  • Possesses knowledge of the financial process and system being transformed and an understanding of how the process/system integrates with other processes and initiatives.
  • Ability to structure work efficiently; clarify roles and responsibilities of team members; ensure necessary steering, review, and support functions are in place.
  • Results versus activity-oriented; sets direction and uses interpersonal influences to gain alignment.
