The Legislature has approved a 4% general wage increase for all state employees, effective July 1, 2023.
This position performs user acceptance testing for the ProviderOne Medicaid Management Information System (MMIS). This individual supports an 8-week release cycle by working closely with business analysts, vendors, and other stakeholders to prep and execute UAT. The ideal candidate will have experience with the software development lifecycle (SDLC), strong analytical skills, and pay close attention to detail. About the unit:
HCA’s Medicaid Management Information System is a mission critical system named ProviderOne. This large-scale enterprise system is operated and maintained within the Division of Enterprise Technology Solutions (ETS), Office of ProviderOne Operations (P1O), and processes over five million claims/encounters per month and processes/pays transactions in excess of $14 billion annually to providers for services rendered to Medicaid clients statewide.
About the position:
This journey-level quality assurance position resides in the Testing Unit within P1O and reports to the UAT & Test Unit Manager. This position serves as the primary tester for Social Service Authorizations, Client, TPL and Correspondence sub-systems functionality within ProviderOne.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties

Some of what you will do:
Design, conduct, and document ProviderOne operational testing and new system functionality.

  • Develop and implement quality assurance testing for defect corrections and system enhancement code releases
  • Test and evaluate new software code, and document system characteristics
  • Create testing scripts to perform system tests
  • Develop User Acceptance Testing (UAT) Test Cases based on discovered system defects, and execute in the ProviderOne UAT environment
  • Independently document test cases and results
  • Review test cases with subject matter experts, business analysts, and team leads
  • Verify test results using system documentation and knowledge and understanding of system requirements
Perform problem diagnosis and resolution on the ProviderOne system.
  • Independently analyze issues and document performance problems
  • Lead ProviderOne problem solving efforts during Teams meetings with the vendor
  • Use diagnostic tools (such as RuleIT Composer) to analyze the programming work of others and resolve complex problems that may arise within ProviderOne
  • Troubleshoot system and technical problems and analyze, assess, and resolve data integrity issues
Provide technical documentation support.
Provide customer and technical support by consulting with stakeholders and system users to ensure ProviderOne functionality meets customer and Agency requirements.
Qualifications

Required qualifications:
Qualifying candidates will meet one of the following requirement combinations:


  • Bachelor’s degree
    in information technology, computer science, or a closely related field AND three years of professional information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines; OR
  • Three years as an Entry level technician in state service to include requirements gathering, design and development, system documentation review, knowledge of the Software Development Lifecycle, providing customer or technical support in information technology, and test preparation and execution.
Notes:
  • Additional experience can substitute year for year for the required education.
  • Advanced education may substitute for years of experience.
  • Qualifying candidates will also have experience with User Acceptance testing and testing methodologies; including previous experience in writing, preparing, and executing test cases.
  • All required experience may be gained concurrently.

Preferred qualifications:
  • Three years of working experience with the ProviderOne MMIS payment system or equivalent premier medical provider payment system; to include design and development, system documentation, or subsystem functionality and requirements.
  • Two years of experience with vendor management and relationships.
  • Experience in working with medical, dental, institutional, pharmacy and HIPAA terminology, including a familiarity with medical coding and related reporting codes.
  • Expert system skills with a strong understanding of techniques and methodologies necessary to support the System Development Life Cycle (SDLC). This includes requirements definition, design, development, system/integration testing, end user acceptance testing, conversion, training, and implementation.
  • Experience with using JIRA and ServiceNow ticketing systems; or equivalent ticketing systems.
  • Experience with DSHS programs or Social Service Payment System (SSPS).
  • Advanced knowledge and working proficiency with Microsoft Office Suite products (ie. Word, Outlook, and Excel).
