About the program:
The Enterprise Electronic Health Records (EHR) Program is comprised of key state agencies including the Department of Social and Health Services (DSHS), Health Care Authority (HCA), Department of Corrections (DOC), and Washington Technology Solutions (WaTech). This program aims to implement a unified Enterprise EHR Solution, enhancing care coordination and delivery for Medicaid recipients, patients in corrections facilities and state hospitals.
The Enterprise EHR program will facilitate the purchase of a single EHR solution, streamlining business processes and data sharing across agencies to optimize client and community services. Through an established statewide contract, the program will select a vendor for the foundational system. Following vendor selection, the next step will be securing a system implementor through a competitive procurement process.
About the position:
The Enterprise EHR Executive Program Director plays a pivotal role in advancing the mission of the Enterprise EHR Program by providing cross-agency leadership, collaboration, and expertise in developing a statewide enterprise platform. With a focus on identifying areas for enhanced efficiency and effectiveness, this position oversees program and project management, fostering innovation in treatment, programs, and services delivery.
Key Responsibilities:
  • Develop and implement a statewide enterprise EHR program tailored to meet the diverse needs of each agency and their respective providers.
  • Identify complex technical solutions and governance structures to support the mission-critical development of the enterprise EHR solution.
  • Lead strategic planning, financial management, and risk mitigation efforts related to EHR program design, development, and execution.
  • Procure a single enterprise platform instance, license the platform, and establish operational models to streamline care coordination across agencies.
  • Facilitate collaboration with HCA, the Department of Social and Health Services (DSHS), the Department of Corrections (DOC), and other agencies to establish common data and workflows, ensuring compliance with legislative and regulatory requirements.
This role is instrumental in pioneering the implementation of a state enterprise EHR solution, marking a significant milestone in healthcare innovation. The Enterprise EHR Executive Program Director drives the vision for improved care coordination statewide, while championing innovative technical solutions to meet the evolving needs of healthcare providers and clients.
This position is eligible to telework but will be required to report on-site approximately twice a month to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
Strategy and planning

  • Directs strategic and operational priorities for the implementation and operation of the enterprise EHR program, including reviewing the existing strategy and updating based on critical assessment of business needs, technology opportunities, impact to state policy and residents, and external authorizing environment factors.
  • Provides strategic guidance to multiple EHR projects and workstreams; this includes operating at strategic and tactical levels and with an understanding of the broader context of the DOC, DSHS and HCA organizations, and the many changes being undertaken beyond the project.
  • Ensures strategic alignment of business readiness (e.g., human centered design, organizational change management, etc.) and technical activities to ensure successful implementation and adoption of the statewide program.
  • Oversees current and future project needs with the EHR program steering committee.
External stakeholder, partner engagement, and vendor management
  • Accountable and responsible for enterprise EHR program engagement and consultation with external-facing stakeholders and partners including federal agencies, state entities (including Governor’s office and Legislature), tribal governments, community organizations, major healthcare organizations, and contractors.
  • Works closely with DSHS, DOC, HCA, and HHS Coalition legislative affairs/legislative liaison director; collaborates on program issues that rise to the legislative level.
  • Works closely with HCA’s Office of Tribal Affairs; ensures appropriate and timely consultation with tribal governments.
  • Collaborates with federal funding partners to ensure that federal requirements related to funding, certification, and program expectations are fulfilled.
  • Responsible for the preparation of major legislative engagements; collaborates with other team members to gather information and prepare presentation materials for both written and verbal communication engagements.
  • Leads the program participation in various stakeholder meetings.
  • Leads extensive vendor relationship management across ~30 vendors with potentially multiple contracts/work orders.
  • Procurement of foundational system, system integrator, and additional third-party content and contract administration.
  • Manages the foundational system’s build, configuration, testing, and improvement.
Risk mitigation, issue resolution, and problem solving
  • Collaborates with other team leaders to solve problems regarding issues and concerns affecting the state enterprise impacting overall scope, schedule, and budget.
  • Facilitates working sessions and communicates opportunities and issues to executive leadership.
  • Participates and makes final recommendation to governance structure and/or project’s executive sponsor when challenging decisions or issues exist impacting the scope, schedule, or budget.
Leadership and management
  • Oversees the Enterprise EHR Program Office with up to ~75-100 resources, employees, and contractors.
  • Collaborates and strategizes with respective agency leadership to organize project team workplans and activities; monitors for productivity and adjusts workload and/or expectations as needed; provides feedback and coaching as appropriate.
  • Fosters leadership team collaboration and leads by example to facilitate the connection of workstreams toward the development of strategic project objectives and deliverable completion.
  • Supports program priorities and removes barriers for personnel to accomplish task associated with these strategic priorities.
  • Provides strategic vision and direction to the development of program performance measurement program that aligns with strategic objectives.
  • Oversees strategic project and program communications.

Qualifications

Required qualifications:
Qualifying candidates will meet all of the following requirements:

  • Bachelor's degree in public administration, health administration, organizational development, applied behavioral sciences, human resources management, business administration, computer sciences, information technology, or related field.
  • 10 years of related experience or training in the healthcare field.
  • 10 years of experience with major electronic health record systems to include implementation, optimization, and specialization (multiple positions held in varying roles and responsibilities preferred).
  • 5 years of supervisory experience.
  • 5 years of a combination of education and experience in healthcare program management, consulting, project management, strategic planning, and/or business development.
  • Experience with quality/process/operational improvement and project management as it relates to project performance.
Required competencies:
  • Proficient in Microsoft Office tools (Word, Excel, PowerPoint, Visio, and Project).
  • Ability to lead and communicate with multi-disciplinary and multi-professional teams to gain consensus.
  • Ability to develop and maintain relationships among internal and external stakeholders to include vendor and consultant contract management.
  • Demonstrated ability to be innovative and creative. An initiative-taker and team player with the ability to build trust with the internal and external stakeholders.
  • Must possess strategic critical thinking and analytical skills with ability to develop and assess strategic, business, analytics, financial, and marketing plans.
  • Exceptional written and verbal communication skills, consensus building, meeting facilitation, conflict management, and process mapping.
  • Exceptional risk analysis and management skills.
  • Ability to plan, organize, and manage multiple projects and priorities simultaneously.

Preferred qualifications:
  • Ten years of mid- or high-level management experience that includes responsibilities over broad ranging, diverse, and complex business operations and/or issues; advising and influencing leadership decisions, and supervising.
  • Experience with legislative process and high-level stakeholder engagements; preparing and facilitating communication.
  • Project Management Professional (PMP) Certification.
  • Continuing education and/or certification granted by associated healthcare technology companies (example: Epic, Cerner, NextGen, Meditech-MedPower, etc.).
