About the division:
The Medicaid Customer Service (MCS) Division works across the Health Care Authority (HCA) and in partnership with the health care community at local, state, and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients’ ability to access appropriate, quality health care. The MCS division is responsible for providing customer service to over 2M Medicaid Clients, 40K Medicaid Providers across the state of Washington and determining post-eligibility for 1.6 M MAGI Medicaid clients.

About the position:

This Medical Assistance Specialist 4 (MAS4) supports the mission of HCA by evaluating training needs and working in collaboration with the MCS Training Manager to enhance the MCS Training program. This MAS4is part of the MCS Operations team and reports to the Training Manager. This position serves MCS primarily and is responsible for supporting critical curriculum development and deployment to 350 customer service agents. MCS trainers identify and provide training on new and existing processes, including training new hires. This MAS4 develops new trainings and refines existing trainings. This position provides subject matter expertise, develops training, engages in process improvement, and participates in projects to support operations.

This position is eligible to telework and is typically not required to report on-site. Possibility of required training sessions or meetings onsite.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Assist in development and maintenance of MCS eLearning curriculum.
  • Responsible for identifying training opportunities and using learning design theory to develop training plans, curriculum, and related training.
  • Ensure all training material is correct and in accordance with WAC; coordinates with subject matter experts to ensure material is accurate and seeks clarification as necessary.
  • Designs, creates and/or maintains and updates digital resources required for training/staff to perform essential job functions.
  • Serves as a designated trainer and specialist in a call center environment.
  • Presents, guides/drives, supports, and/or is accountable for remote and in-person trainings, huddles, internal communication, and instruction.
  • Provides assistance, instruction, and training for new and current staff on new and updated MCS divisional and section specific procedures, processes, and systems/computer applications used in the post-eligibility and related processes, including customer service.
  • Maintains SME core assigned section policy, process, and procedures.
  • Supports training activities as required, which may include providing in course.
  • Use The Learning Center (TLC) to manage rosters and complete classes for attendee credit.
  • Maintains training records/library.

Qualifications

Required qualifications:
  • A bachelor’s degree AND two (2) years of experience in at least one (1) of the following areas:
  • Providing direct client services or counseling of customers in the areas of health insurance, disability, or other related health benefits.
  • Public assistance eligibility determination.
  • Health insurance premiums/claims process, adjusting, and investigation.
  • Other medical premiums/claims related experience.

OR
  • One (1) year as a Medical Assistance Specialist 3.

Note: Additional experience may substitute, year for year, for the required education.

Preferred qualifications:
Experience with:
  • Health Plan Finder (HPF).
  • Automated Client Eligibility System (ACES).
  • Provider One.
  • Microsoft Office.
