The Opportunity
WSDOT Environmental Services Office (ESO) is currently seeking a Transportation Planning Specialist 3 (In-Training) to serve as the Compliance Assurance Environmental Coordinator in Olympia, WA. This position will support the WSDOT mission by leading and coordinating ESO Environmental Manual and environmental web page content updates. The Compliance Assurance Environmental Coordinator will provide branch-level environmental coordination support to the ESO Compliance Solutions Branch. In addition to having the required technical qualifications, knowledge and experience, an ideal candidate will be a highly motivated and collaborative environmental professional that enjoys building relationships with others and working with strong, capable teams. They will have a passion for sharing information, innovative problem-solving with others, and delivering excellent customer service.

What to Expect
Among the varied range of responsibilities held within this role, the Compliance Assurance Environmental Coordinator will:
  • Lead and coordinate ESO Environmental Manual (EM) and environmental web page content updates.
  • Serve as the ESO EM Coordinator. Coordinate with the EM chapter Content Leads, Subject Matter Expert (SME) Contributors, and Approvers to annually review and update the EM per the publication protocol and schedule.
  • Facilitate ESO staff review of other agency manuals that have a policy connection with the EM.
  • Facilitate an effective and efficient annual EM update experience by developing, aligning, maintaining, and communicating EM update procedures and tools for all ESO staff to easily access and use.
  • Regularly brief the Office Management Team (OMT) about performance of EM, identifies upcoming policy or implementation issues for OMT, seeks input and direction from OMT about policy direction changes, and informs OMT about future actions.
  • Serve as the Environmental Web Pages Content Lead and the ESO point of contact for WSDOT Web Help Team.
  • Lead the ESO web team to ensure environmental procedures on webpages comply with environmental laws and follow relevant agency web policies.
  • Facilitate an effective and efficient ESO web page update experience by developing, aligning, maintaining, and communicating ESO web page content update procedures and tools for all ESO staff to easily access and use.
  • Regularly coordinate with ESO Environmental Workforce Development Lead to align environmental policy, procedures, and workforce development business practices and actions.
  • Provide branch-level environmental coordination support to the Compliance Solutions Branch.
  • Assist the Environmental Workforce Development Lead to collaborate with eLearning training leads annually to maintain eLearning courses.
  • Coordinate with training leads to develop new e-Learning courses using the training assessment tools.

Qualifications
This is a Transportation Planning Specialist 3 position. However, the hiring manager reserves the right to fill the position at a lower level, depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

At the Transportation Planning Specialist 2 level, the following is required:
  • Associate degree in Arts or Sciences.
  • One (1) year of professional work experience in at least three (3) of the following:
    • Analyzing environmental issues and problems that involve transportation or other infrastructure projects.
    • Supporting or leading environmental documentation, permitting, or compliance for transportation or other infrastructure projects.
    • Developing and communicating environmental policy, compliance, or construction or consultant goods and services contract information to environmental team members or delivery partners.
    • Contributing to and supporting a large environmental team or office (20 employees) as a specialist or generalist.
    • Highly proficient in using of MS Office programs (including Microsoft Word, Access, Excel, and PowerPoint) to develop documents, spreadsheets, charts, graphs, and effective presentations.
Three (3) or more years of professional work experience and demonstrating proficiency in at least three (3) of the experience areas listed above may substitute for the Associate degree education requirement listed above.

At the Transportation Planning Specialist 3 level, the following is required:
  • Associate degree in Arts or Sciences.
  • Two (2) years of professional work experience in at least three (3) of the following:
    • Analyzing environmental issues and problems that involve transportation or other infrastructure projects.
    • Supporting or leading environmental documentation, permitting, or compliance for transportation or other infrastructure projects.
    • Developing and communicating environmental policy, compliance, or construction or consultant goods and services contract information to environmental team members or delivery partners.
    • Contributing to and supporting a large environmental team or office (20 employees) as a specialist or generalist.
    • Highly proficient in using of MS Office programs (including Microsoft Word, Access, Excel, and PowerPoint) to develop documents, spreadsheets, charts, graphs, and effective presentations.

Five (5) or more years of professional work experience and demonstrating proficiency in at least three (3) of the experience areas listed above may substitute for the Associate degree education requirement listed above.

At both levels, the following is also required:
  • Ability to develop productive working relationships with customers and coworkers based on trust and mutual understanding.
  • Ability to work independently and cooperatively with diverse group of individuals and multiple teams to track and ensure completion of key tasks.
  • Ability to clearly understand and effectively communicate with a wide range of interested parties, in all forms of communication (including at meetings, while giving presentations, in-person, on the telephone, via email, etc.).
  • Ability to read, understand, and interpret written material, including federal and state agency laws, regulations, and policies related to the protection of aquatic resources.
  • Generate data and identify trends that can be compiled into reports and/or plans and summarize information in a clear and concise manner.
  • Proficiently utilize standard computer software (e.g., Microsoft Word, Excel, and PowerPoint, Adobe Acrobat).
  • Manage multiple assignments for concurrent projects and managers that are on time and high quality.
It is preferred that qualified candidates also have:
  • Associate or Bachelor’s degree with major study in transportation, environmental science, environmental studies, environmental education, planning, biology, policy, or closely related environmental or planning discipline.
  • Working knowledge of federal, state, and local agency environmental laws and regulations that apply to transportation or other infrastructure projects.
  • Experience developing effective resources (e.g., guidance documents, visual tools, web pages) that meet the target audience’s information resource needs.

  • This recruitment may also be used to fill additional positions per business needs.
  • This position offers flexible/hybrid remote work options. This position is eligible for telework with supervisory approval, with occasional travel to meetings or trainings.
  • This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the Transportation Planning Specialist field and achieve the goal class of a Transportation Planning Specialist 3. Candidates will be considered as a Transportation Planning Specialist 2 or 3, depending on their qualifications. The salary levels for each are:
    • Transportation Planning Specialist 2: $61,056 - $82,056 annually, depending on qualifications
    • Transportation Planning Specialist 3: $67,380 - $90,624 annually, depending on qualifications
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
