The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 3 to serve as an Asbestos Program Specialist in Lacey, WA. This position supports the agency’s commitment to safety and environmental stewardship by implementing the Maintenance Operations Asbestos Program in Olympic Region. As a technical specialist and project team leader, this position works independently or on interdisciplinary teams formed to plan, implement, and evaluate a variety of complex projects and on-going program activities involving the management and control of asbestos-containing materials in WSDOT buildings, bridges, and other structures.
What to Expect
This position typically provides services to customers located throughout WSDOT’s Olympic Region and other locations periodically as needed. Therefore, frequent independent travel in a vehicle is required and is typically local or regional but may periodically be statewide.
Among the varied range of responsibilities held within this role, the Asbestos Program Specialistwill:

  • Independently plan and conduct asbestos surveys/studies of WSDOT buildings, bridges, and other structures in compliance with policies and regulations.
  • Input, maintain, and support the utilization of information in the asbestos-containing building material databases (ECM Portal and Asbestos Program network drives)
  • Perform periodic re-inspections of facilities to validate accuracy of database information and identify data gaps indicating the need for further studies.
  • Perform periodic surveillance of known asbestos-containing material.
  • Assist and train database users in database evaluative techniques.
  • Provide technical support, training, and recommendations related to identification and management of asbestos-containing materials.

Qualifications
To be considered for this opportunity, the following are required:
  • Asbestos Hazard Emergency Response Act (AHERA) Building Inspector Initial 24-Hour Certification.
  • Class III Operations & Maintenance Asbestos Work Initial 16 Hour Training or ability to obtain within six months of hire.
  • Valid driver’s license.
  • Ability to prepare technical reports and drawings using MS Word/Excel and AutoCAD or similar programs.
  • Ability to effectively communicate verbally and in writing to various audiences.
  • Ability to independently travel statewide extensively up to 50% of work schedule, including occasional overnight stays.
  • Ability to work safely at heights from ladders, bucket trucks, roofs, and bridges and in confined spaces such as attics and crawlspaces.
  • Ability to work in all types of weather conditions and to traverse over rough terrain.
  • Ability to wear a respirator.
It is preferred that qualified candidates also have:
  • One or more years of experience independently planning and performing asbestos surveys.
  • Bachelor’s degree with major study in physical sciences, engineering, or closely related field.
  • Asbestos Supervisor Initial 40 Hour Certification.
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) Initial 40 Hour Certification.
  • Experience implementing environmental compliance programs.
  • Experience in construction and maintenance of buildings and bridges.

  • This recruitment may also be used to fill additional positions per business needs.
  • This position is eligible for a legislatively approved 10% premium for Asbestos Workers.
  • This position offers flexible/hybrid remote work options.
  • About 50% of work is performed at various buildings, bridges, and other structures completing asbestos surveys. Hazards may include pinching/cuts from tools and sharp building materials, slips/trips/falls, falls from heights and ladders, electrical, flying debris, dust/asbestos, insects, dark work areas, hantavirus, working alone, hostile unauthorized visitors, motor vehicles, extreme weather, sprains/strains, noise, histoplasmosis, confined space, hot equipment.
  • Frequent independent travel in a vehicle is required and is typically local or regional but may periodically be statewide and may include overnight stays.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
