Description

The Department of Revenue Executive division is seeking a dynamic professional with tax administration or legislative policy experience to fill the role of Assistant Legislative Liaison (Tax Policy Specialist 3) in Tumwater, WA. This position supports the Legislative & External Affairs Liaison legislatively and administratively to develop and advance the agency's legislative priorities.

Duties

The Department of Revenue (DOR) is responsible for maintaining a legislative program under RCW 82.01.060. Executive leadership is responsible for providing strategic direction and oversight of the two divisions responsible for this work. This position contributes to those efforts through legislative action and strategy and administrative support.
Central to this position are the following activities:

  • Representing the department, the director, and executive leadership supplementary to or in the stead of the legislative and external affairs liaison (“liaison”) in interactions with legislators, legislative staff, lobbyists, and stakeholders.
  • Analyzing legislative proposals that directly affect the department and recommending policy solutions to the liaison, executive leadership, governor’s office staff, and legislators.
  • Communicating with and keeping the Legislation and Policy (L&P) and Research and Fiscal Analysis (RFA) divisions, the liaison, and executive leadership apprised of legislation affecting the department and of politically sensitive issues.
  • Assisting in the management of the agency’s legislative program and maintaining strong working relationships with the governor’s staff, legislators, legislative staff, caucus staff, other state agencies, lobbyists and advocates, and other stakeholders to advance agency priorities.

Qualifications

Please ensure that your application materials address the following qualifications~
A bachelor's degree in business, political science, public administration, accounting, public finance, or closely-related field;
AND
Four years of professional experience in tax administration or tax program/policy analysis, or legislative policy development, analysis, or advocacy.
Please note: A Master's degree or equivalent in a Ph.D. program or JD or LLM in business or public administration, accounting, public finance, or closely-related field will substitute for two years of experience.
Throughout the assessment process, we will be looking for candidates who have comprehensive knowledge of the following areas:

  • Legislative process and protocol, both formal and informal, as well as other government and political processes.
  • Political understanding.
  • Public policy and legal concepts and principles.
  • Principles of statutory construction.
  • Departmental tax policies and procedures as expressed in or supported by statute, administrative rule, court decisions, tax advisories, and other tax law and/or policy announcements.
  • Federal laws, concepts, and principles affecting state legislation and taxation.
