The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division! We are looking for someone creative and highly motivated to be part of the team that manages 2.6 million acres of state-owned aquatic lands. Join our team at the DNR as a full-time, permanent Natural Resources Specialist 4 in Olympia, WA. Join us and help shape the future of how state-owned aquatic lands are used, restored, and protected, as the lead for the Aquatic Resource’s Port Management Program, with primary responsibility for developing and managing port management agreements (PMAs) and authorizing port activities on state-owned aquatic lands. This work will directly support our efforts as the stewards of state-owned aquatic lands, working with port directors and staff to avoid or resolve potential conflicts between port projects and the interests of the citizens of the state to ensure the protection of aquatic habitats and species.

Duties

Responsibilities:
This position leads the Aquatic Resource’s Port Management Program and is primarily responsible for developing and managing port management agreements (PMAs) and authorizing port activities on state-owned aquatic lands. The Port program manager serves as the primary agency contact and liaison on port issues with the Washington Public Ports Association (WPPA), individual ports, state agencies, and tribal and local governments regarding the development, negotiation, and execution of port management agreements and contracts with ports. This position works directly with port directors and staff to avoid or resolve potential conflicts between port projects and the interests of the citizens of the state. This position is the agency expert on port-related laws, regulations, policies, programs, and procedures. It also drafts and supports budget and work plan development, legislative proposals, policy and procedures development and implementation, management reports, presentations, and correspondence.

Qualifications

Required Qualifications:

  • Bachelor’s degree in environmental or marine sciences and four years of experience in the environmental or marine management field including 2 years of professional experience in port management operations, commercial real estate management or aquatic land management;
    OR an equivalent combination of education and/or experience.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
  • Ability to use Microsoft Suite including GIS, PowerPoint, and Excel.

Special Requirements and Conditions of Employment:
  • Monday – Friday; variations for flexible work schedule, compressed work week, and telework options may be approved by the supervisor. May be required to attend conferences and onsite meetings.
  • In-state travel is required as projects dictate.
Desired Qualifications:
  • Graduate degree in policy analysis, development, or planning. Preferred MS, MMA, MBA.
  • Knowledge of aquatic land statutes including WA Port Districts.
  • Experience with business contract interpretation, development, and compliance.
  • Familiarity and experience with federal, state, and local regulations and rules and regulatory agency organizational structure and functions.
  • Ability to write clearly and succinctly on issue papers, contracts, and correspondence.
