Are you bored with typical state budget work? A career opportunity is now available with the DNR Wildland Fire Management Team. You will work with a dynamic team of professionals to support the financial needs of wildland firefighting programs that reduce wildfire risk, perform fire suppression, and promote healthy forest practices.
The Washington State Department of Natural Resources (DNR) is looking for a Wildland Fire Budget Analyst to provide financial support to the Operations, Planning, Logistics, and Community Resiliency programs within the Wildland Fire Management Division. The Wildland Fire Management Division’s Business and Operations team supports the division's budget and financial services and coordinates budget services to DNR’s six regions. You will be responsible for division-wide budget development support, budget tracking, allotments/spend plans, and reporting analytics. Other responsibilities include oversight of the division’s One Card program, Chart of Accounts operations, invoice processing, and supervision of one Financial Analyst 3.

Duties

Responsibilities:

  • Independently analyze budgets and provide value-added spending recommendations.
  • Building strong and positive relationships with federal, local, and not-for-profit groups.
  • Collaborating with agency financial, budget, and grants staff to develop strong and lasting working relationships.
  • Independently planning and prioritizing division financial and budget priorities to ensure deadlines are met.
  • Foster a team environment that allows a diverse set of ideas and creative innovative thought.
  • Use MS Excel, Enterprise Reports, and DNR financial systems to collect and analyze data.
  • Translate technical financial information into various communication media to convey information that is understandable for non-financial.

Qualifications

Required Qualifications:

  • Bachelor’s degree in business, public administration, accounting, economics, or statistics AND two years of professional experience in budgets, management, or program analysis;
    OR a combination of education and/or experience equivalent.
  • Experience and knowledge in dealing with fiscal information.
  • Experience in working independently and as part of a team, under tight deadlines, and managing multiple projects.
  • Experience in working with management, professional, and front-line staff.
  • Experience using Microsoft Excel and Word.
  • Demonstrates initiative and develops fresh ideas that provide solutions to all types of workplace challenges.

Special Requirements and Conditions of Employment:
  • The position’s assigned duty station is the Natural Resource Building in Olympia. The work is performed in an office setting.
  • Occasional travel will be required to region offices, workshops, or training.
Desired Qualifications:
  • Master's degree in business, public administration, accounting, economics, or statistics and five to six years of professional experience in budgets, management, or program analysis.
  • Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.
  • Knowledge of DNR budgeting systems including DNR spending plans, variance reports, performance measures, and activity inventory.
  • Knowledge of Microsoft Visual Basic/Excel macros, PowerPoint, enterprise reporting, and web intelligence.
  • Leadership experience and skill as demonstrated by influencing and working effectively with others, obtaining cooperation of other departments and internal staff, displaying initiative in finding better solutions, following through by communicating decisions, and taking action.
  • Demonstrate experience of fiscal accountability by following finance regulations, principles, standards, and guidelines when committing financial resources or recommending options for budget transactions.
