Description

This is a remote, full-time, and permanent position.

Software Quality Assurance Manager
As the IT Quality Assurance Manager, you'll be at the forefront of ensuring the reliability and functionality of critical IT systems. Your responsibilities encompass overseeing the implementation of quality assurance software and database testing services as well as managing a team of professionals. You'll ensure that testing methodologies align with established quality standards by coaching and mentoring staff to maintain excellence in quality assurance testing. This position plays a pivotal role in developing strategies and allocating resources to meet the department's testing needs, all while managing budgets and administrative responsibilities effectively. Your expertise will be crucial in safeguarding department systems and maintaining the integrity of system automations prior to deployment.
In collaboration with key partners, you'll contribute to enhancing the Office of Innovation and Technology's Application and Data Services for the Department of Health. Your role will also involve close coordination with the Business Analysis Program to align requirements analysis efforts with testing and quality assurance, demonstrating a strong understanding of business analysis methods and requirements gathering strategies. Ultimately, your contributions will be instrumental in ensuring the reliability and effectiveness of mission-critical systems supporting the agency and the residents of Washington state.

Responsibilities
:
  • Develop and maintain the department’s software testing program.
  • Lead the development, implementation, and delivery of testing solutions to meet agency goals.
  • Create and implement testing strategies and establish a framework for deploying testing.
  • Standardize tools for defining testing scope and managing releases into production.
  • Define policies for test measurements and metrics application and implement and maintain automated testing standard.
  • Provide leadership in processes, standards, and coordination with other units.
  • Manage software quality assurance testers and vendors.
  • Initiate testing project needs and coordinate testing execution plans.
  • Define testing scope and manage testing releases.
  • Contribute to agency RFI/RFP processes as a SQA representative.
  • Manager staff including providing performance valuations, mentoring, and training.
  • Interview and hire new employees.
  • Delegate tasks and foster a collaborative and team oriented environment.

Required Qualifications and Experience
:

Your experience must come from full-time professional work and may have been gained concurrently. Your experience must also show progression in responsibility and scope. Any additional years of experience can replace educational requirements on a year-for-year basis.

You must fulfill one of the following options, in addition to meeting the specified criteria listed below.

  • Experience in testing, business analysis, or systems development as follows:
    • Option 1: 10 years of experience including at least 3 years as an IT Supervisor or Team Lead, 1 as a Business Analyst, and 7 years as a Quality Assurance Tester.
    • Option 2: An Associates Degree and 8 years of experience.
    • Option 3: A Bachelor’s Degree and 6 years of experience.
  • Experience in overseeing software development processes and leading or supervising a testing team to ensure alignment with business requirements.
  • Experience in reviewing and creating various types of documentation, such as internal technical documents, system diagrams, use cases, test cases, and user documentation and manuals.

Preferred Experience and Desired Qualifications:
  • Bachelor’s degree in Computer Science or a related field
  • Experience working with Agile, or other iterative development methodologies.
  • 2 years of experience in SQL Management Studio tools or equivalent.
  • 2 years of experience in Software Testing
  • 2 years of experience as a Software Analyst or Software Developer.
  • 1 year of software training experience.
  • Professional certification in software testing or business analysis.
  • Experience with Lean practices.

Location and Flexibility
This is a hybrid position meaning you’ll predominantly work remotely from your home location and may reside anywhere in Washington State, as well as the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office will be required occasionally, and would be scheduled in advance at the DOH office located in Tumwater, WA.
