The Mission
of Washington State Department of Corrections (DOC) is to improve public safety by positively changing lives.
Our agency is looking to fill a full-time, permanent Corrections Specialist 3 (CS3) vacancy within the Community Corrections Division. This position works for the Parenting Sentencing Alternative located at 8008 NE 4th Plain Blvd, Vancouver, WA 98661.

The Parenting Sentencing Alternative
has two components that focus on the best interest of the children: 1.) Allows the court to waive a prison term and order 12 months community custody supervision for qualified individuals; and 2.) Allows DOC to transfer incarcerated individuals from prison to home on electronic monitoring for up to the last 12 to 18 months of incarceration. The primary responsibilities of the position are determined by DOC Policies 390.580 Family Sentencing Alternative 390.585 and Community Parenting Alternative.

In this position you will:
  • Independently perform senior-level work serving as a program specialist responsible for the Family and Offender Sentencing Alternative (FOSA) and Community Parenting Alternative (CPA) Program within the CCD Division.
  • Work in collaboration with the Department of Children, Youth, and Families and other community stakeholders to improve public safety by working together to ensure compliance with supervision requirements, court ordered conditions, as well as targeting programs and treatment that will enhance family bonds and relationships.
  • Work in conjunction with DCYF by using the 5 Protective Factors: Parental Resilience, Social Connections, Concrete Support in Times of Need, Knowledge of Parenting, and Child Development and Social and Emotional Competence of Children, to strengthen families and reduces intergenerational incarceration.
  • Provide training and coaching to other case managers.
  • Shift hours are Monday-Friday, 0800-1700.

Duties

  • Conduct investigations in accordance with Washington State Law and agency policy within prescribed timeframes.
  • Supervise participants in the Parenting Sentencing Alternative in accordance with Washington State Law, Interstate Compact rules/Regulations, and agency policy and within prescribed timeframes.
  • Engage with participant and their families to work towards building the 5 Protective Factors.
  • Enforce supervision conditions and the law.
  • Lead other case managers.
  • Other duties as assigned and necessary.

Qualifications

Required Qualifications

  • Two years of experience as a Community Corrections Officer with the Washington State Department of Corrections.
  • Two years of experience working collaboratively with other agencies, providers, or local city governments in providing case management that includes direct family re-unification services or family-based treatment/counseling. This experience may have been acquired concurrently with the above experience.
  • Must possess and maintain an unrestricted vehicle operator's license valid in the State of Washington.
  • And a valid, unrestricted driver's license.
OR
  • A bachelor's degree from a college or university whose accreditation is recognized by the Council for Higher Education Accreditation (CHEA) or the US Department of Education or foreign equivalent.
  • Three years of professional case management** experience in adult or juvenile corrections or closely related field that includes at least three of the following:
    • Making field visits
    • Writing reports
    • Assessing cases and making recommendations
    • Referring people to appropriate resources
    • Presenting cases in court or hearings.
  • Two years of experience working collaboratively with other agencies, providers, or local city governments in providing case management that includes direct family re-unification services or family-based treatment/counseling. This experience may have been acquired concurrently with the above experience.
  • Must possess and maintain an unrestricted vehicle operator's license valid in the State of Washington.
  • And a valid, unrestricted driver's license.
OR
  • A master's degree in sociology, social work, psychology, criminology, or closely related from an accredited institution will substitute for one year of the required case management experience.
  • Two years of professional case management** experience in adult or juvenile corrections or closely related field that includes at least three of the following:
    • Making field visits
    • Writing reports
    • Assessing cases and making recommendations
    • Referring people to appropriate resources
    • Presenting cases in court or hearings.
  • Two years of experience working collaboratively with other agencies, providers, or local city governments in providing case management that includes direct family re-unification services or family-based treatment/counseling. This experience may have been acquired concurrently with the above experience.
  • Must possess and maintain an unrestricted vehicle operator's license valid in the State of Washington.
  • And a valid, unrestricted driver's license.
**Professional case management activities include assessment of risk factors; designing, monitoring and/or facilitating treatment plans; determining and making referrals to resources as appropriate (chemical dependency, substance abuse, family counseling, job training assistance, etc.); maintaining official records and tracking client progress/compliance; and assisting individuals who are unable to independently access support systems or community resources.
If selected for hire, you may be required to meet the following SPECIAL REQUIREMENTS and CONDITIONS OF EMPLOYMENT:
  • Receipt of official, sealed transcripts within the first 30 days of employment, if not already on file.
  • Complete and pass the psychological screening (Battery Exam and Psychological Interview/Evaluation).
  • Become familiar and comply with all department policies and procedures and Collective Bargaining Agreements, as applicable.
  • Successfully complete the Firearms Academy and Control/Impedance Tactics (CIT) training within prescribed timeframes. This requirement includes:
    • Maintaining eligibility to possess and use a firearm under federal and state laws.
    • Maintaining qualifications per department training standards with department-issued firearms and with Intermediate Force options (e.g., OC ‘pepper’ spray or electronic immobilization devices).
    • Maintaining CIT qualifications.
    • Completing all agency requalification training and an annual criminal history clearance to remain armed.

Telework Details
This position may be allocated for telework for up to two days each week. If approved, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hot spot service at that time. Employees are expected to perform assigned duties in a safe manner; to take proper care of all state-issued equipment; and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility may not be provided.
