State of Texas is Hiring an OAG - Child Support | Talent & Leadership Specialist (Training and Development Specialist IV) | 24-0208 Near Lubbock, TX

GENERAL DESCRIPTIONPerforms highly complex (senior-level) training and development work for the Child Support Division (CSD).

Works with CSD Training personnel and others to assess training needs, identify training gaps, and remove outdated materials.

Develops new training and redevelops existing training on Leadership, Talent Development, and assists in System projects.

Coordinates and conducts training in a classroom, distance learning, or occasionally in an e-Learning environment. Serves as a professional resource for employees and managers regarding training programs and promotes the use of training services.

This position may be based in any city in Texas with an OAG Child Support Division office. Regardless of primary duty point, the candidate must collaborate with relevant stakeholders throughout the state, and some travel to and from Austin and other worksites throughout the state for in-person meetings will be necessary.

  • ESSENTIAL POSITION FUNCTIONSResearches, analyzes, and evaluates training needs at both the state and regional level, and develops plans to meet those needs;
  • coordinates the implementation of educational programs, services and activities at the statewide level; evaluates the effectiveness of training programs;
  • compiles data and prepares periodic training reports as requiredDevelops new materials and redevelops existing Professional Development training using sound instructional design to meet current CSD needs;

may develop training materials related to system needs. Responsible for the ownership, maintenance, and presentation format of materials.

Serves as consultant to CSD management and staff regarding team development needs and assists Training Management in examining training issues / problems and makes recommendations for resolution.

Coordinates and conducts training in a classroom, distance learning, or in an e-Learning environment and uses the LMS to track scheduling and student completions.

Works with Multimedia team to develop video vignettes, podcasts, and materials that enhance informal, self-paced training.

Assists in the development of and delivery of training in coordination with the Professional Development Technical Manager and coordinates Mentoring Program.

Utilizes distance learning mediums such as Zoom and Teams technology.Performs related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and / or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications MINIMUM QUALIFICATIONSEducation : Graduation from high school or equivalentEducation : Bachelor's degree from an accredited college or university;

experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis : Child Support program, government, or trainingExperience : 4 years of full-time experience working in the following (or closely related) fields : Child Support program, government, or trainingKnowledge of adult learning theories, instructional design, and curriculum designKnowledge of classroom and online training and development procedures and techniques.

Knowledge of group processes, group dynamics and interpersonal relationsSkill in handling multiple tasks, prioritizing, and meeting deadlines.

Skill in effective oral and written communication.Skill in exercising sound judgment and effective decision making.Ability to receive and respond positively to constructive feedback.

Ability to work cooperatively with others in a professional office environment.Ability to provide excellent customer service.

Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.

g., collaborating, training, mentoring) for the entirety of every work week, if required (unless on approved leave).Ability to arrange for personal transportation for business-related travel.
