Nashville, TN

Closing Date: 05/13/2024

Who we are and what we do:

The Tennessee Department of Treasury is responsible for many of the financial operations of state government, including managing more than $100 billion in assets through its various investment programs. Treasury administers the state pension plan, known as the Tennessee Consolidated Retirement System, and the States Deferred Compensation plan. Treasury serves all Tennesseans by helping to educate and empower individuals to make informed financial choices, and by providing public serving programs in the areas of college savings, financial literacy, unclaimed property, criminal injuries compensation, and more. Treasurys mission is to invest in the well-being of Tennesseans through exceptional financial leadership, management, service and education. The Legal team is a small group of attorneys working for a Department that is diverse and dynamic. We work in a team-like environment that encourages diversity of thought and perspective. The Legal team works individually on tasks but often collaborate with our colleagues to share history, promote growth, and develop skills. Since we are working remotely, we engage in team meetings to stay connected, discuss interesting research, brainstorm legal challenges, and analyze matters of first impression for the Department. We believe helping one another produces excellent work and work-life balance. Our team strives for excellence as problem solvers and trustworthy counsel for the Department and the State.

Job Overview:

LCA seeks a dynamic attorney to bring diversity of thought and perspective to our Legal team. This is an exciting opportunity for an attorney looking to utilize legal and compliance skills by helping the Treasury programs comply with the law; assess and minimize compliance risks; develop necessary policies and procedures; and ensure strong vendor relationships through management and oversight. Through this position, the successful candidate has the opportunity to utilize legal skills by providing legal advice, interpretations, and guidance to all the varied Treasury programs. Depending on individual career goals, there are also opportunities for exposure to the legislative process, board governance, procurements, and administrative law cases. At the present time, this position is primarily remote, with occasional in person meetings in downtown Nashville; however, job location is subject to change at the discretion of the Treasurer. The successful candidate must live in Tennessee, and have a sufficient internet connection. If the thought of being on a team of intellectuals with a desire for life-long growth entices you, we invite you to consider joining our team of professionals, who embrace the unique value each of us brings to the group as we work together toward our shared goals. Joining our team offers competitive compensation, excellent health and wellness benefits, including paid parental leave, a top-ranked retirement plan, work-life balance and flexibility, a supportive place to grow in your profession, and an opportunity to enjoy the great city of Nashville

Key Responsibilities:

  • Provide legal advice and written legal analysis to Treasury programs to minimize risk.
  • Assist in the development of a compliance regimen to ensure Treasury's non-investment programs comply with applicable laws, rules, guidance, and interpretations and also maintain contract compliance and vendor oversight.
  • Assist in the process of reviewing and revising policies and procedures to ensure compliance and minimize risk.
  • Draft and analyze legislation and fiscal notes affecting the State Treasurer and the Department.
  • Review and analyze the effects of proposed state and federal legislation.
  • Draft solicitation documents and review service provider agreements.
  • Assist in the preparation and management of occasional administrative law cases. Assist the Department with board meetings, subpoenas and public records requests.

Minimum Qualifications:

  • Licensed to practice law in the State of Tennessee.
  • Graduation from an accredited law school.
  • Graduation from four (4)-year college or university.
  • Ten (10) years of experience practicing law.
  • Preferred Qualifications: Minimum three (3) years of experience in compliance

Pursuant to the State of Tennessee's Workplace Discrimination and Harassment policy, the State is firmly committed to the principle of fair and equal employment opportunities for its citizens and strives to protect the rights and opportunities of all people to seek, obtain, and hold employment without being subjected to illegal discrimination and harassment in the workplace.
