Under limited supervision, provides support to HR Operations team as it relates to human resources activities for the agency. Provides consultation and assistance to HR Liaisons, managers, and supervisors in the varied program areas, establish and maintain positive and communicative relationship with agency leadership to include the Executive Leadership Team Members.
Responsibilities:
  • Create requisitions to post job announcements in NeoGov/SAP which includes reviewing actions for accurate information prior to posting. Screen and refer applications to management. Respond to inquiries from staff and management on the hiring and the selection process. Complete criminal background checks for employment purposes. Prepare offer letters and new hire packets. Conduct the on-boarding and in-processing of new hires. Complete E-Verify. Close out posted positions in NeoGov/SAP timely. Assist management and employees on personnel processes. Disseminate information to managers and employees.
  • Review and process PAIS actions to include new hires, promotions, demotions, hourly employees, title changes, fund changes, leave without pay, terminations, etc. Process terminations and rehires on hourly employees. Review and process position descriptions and salary requests.
  • Serve as the Time and Leave Administrator. Coordinate with employees and management to resolve leave and time issues. Process information in SCEIS and provide confirmation to employees and management. Process work schedule rule changes, substitutions, FMLA, LWOP, etc., in SCEIS. Collaborate with the Public Health and Administration PCAS Coordinator to set up new hires and terminate employees in the system.
  • Research information, prepare documents, and coordinate with the appropriate personnel for responses/feedback relative to personnel activities. Attend meetings with program areas to provide guidance and updates. Update monthly vacancy report for program areas.
  • Assist teammates as needed and perform other duties as required.
Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and relevant human resources experience or approved equivalence from the internal Office of Human Resources. A master's degree in human resources management may substitute for the required experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

  • Knowledge of SCEIS/BEX report training; SHRM-CP, SHRM-SCP
  • Knowledge of SC state policies rules, and regulations to include federal human resources laws.
  • Ability to establish and maintain effective working relationships.
  • Communicate clearly and concisely in both oral and written manner with internal and external customers.
  • Knowledge of and proficiency with Microsoft Word, Excel, and various software applications.
  • Ability to organize and prioritize daily tasks.

This position is part of the South Carolina Department of Health and Environmental Control's Office of Human Resources . The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
