State of North Carolina is Hiring a Financial Management Analyst I Near Wake, NC


SALARY GRADE:  Grade 23
THIS POSITION IS OPEN TO CURRENT North Carolina STATE GOVERNMENT EMPLOYEES ONLY.
You must be a permanent full-time or permanent part-time or grant-funded North Carolina state government employee to be eligible for this position. Contract and temporary employees are not eligible for consideration.

The North Carolina Administrative Office of the Courts (NCAOC), Fiscal Services Division, is seeking three (3) qualified candidates to provide continuous on-site and off-site financial training support to Clerk of Superior Court offices. One position will be based in Wake County, and the remaining two do not have a specified location/county.  The Financial Management Analyst performs a unique and valuable service to the court system of North Carolina by providing technical support, training, policy and procedure development and transition into an integrated case management system (ICMS). This position services the state of North Carolina.
Duties include, but are not limited to, the following:
  • Perform compliance reviews for Clerks of Superior Court financial procedures and practices. Assist bookkeepers with implementing financial procedures and maintaining fiscal responsibilities.
  • Provide consultation to Clerks and staff for improving internal control for segregation of duties, cash and investment account maintenance and other assets maintained by the Clerk.
  • Provide training and guidance for Clerk financial staff in using the current Financial Management System as well as other Clerk systems to the extent needed for financial processing.
  • Reconcile general ledger and partial payment accounts and assist bookkeepers with journal entries and statistical entries and assist financial staff with identifying and correcting problems.
  • Assist financial staff in legally required reporting, including IRS reporting, escheat reporting and ACFR.
  • Perform reconciliation of all cash account and investment balances at conversion between FMS and Enterprise Justice.
  • Assist Fiscal Services Division Staff (FSD) with new Enterprise Justice functionality including bank and pooling reconciliations.
  • Perform emergency reviews and investigate suspected misuse of state resources.
  • Conduct standard reviews of cash and disbursement shortages and assist bookkeepers with reimbursement requests.
  • Work with Internal Audit and other divisions to develop financial policies and procedures due to statutory changes.
  • Periodically review the receipting practices of Magistrates.
This position reports to the Financial Analysis and Process Manager. Work hours are 8:00 AM - 5:00 PM, Monday - Friday.
Knowledge of:  accounting principles and methods to identify problem areas related to NC General Statutes; the impact of the recording of cash transactions in the civil and criminal courts; development of correction procedures during auditing functions, general ledger, and account reviews and reconciliations; computer accounting systems to trace transactions and identify errors; and personal computer software to prepare reports and perform financial analyses; and 1099 IRS reporting.Skills in:  Microsoft Word, Excel, and PowerPoint; forensic accounting; effective oral and verbal communication; attention to detail; and analyzing financial information; and translating financial information between different financial systems.Ability to:  work with numerical systems; understand the requirements of legal interpretations and translate that understanding to coherent practical advice to Clerk of Superior Court staff; mentor, collaborate; and communicate with people with different levels of experience in a variety of offices and divisions; and work with various divisions in NCAOC for agency goals.
A valid North Carolina driver's license is required.
Bachelor's degree in accounting and three (3) years of accounting or auditing experience at a professional level; or an equivalent combination of education and experience.
