Employment Security Division (ESD) Program Specialists participate in statewide program development; interpretation of federal and State laws and regulations; program planning, budgeting, and quality assurance; and training development and presentation for programs related to unemployment insurance benefits, employer unemployment tax contributions, and workforce investment services. Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.
This position is located in the Workforce Innovation Support Services (WISS) unit of DETR. The incumbent oversees program and fiscal compliance of the statewide Workforce Investment System through planning, coordination and training; assists in the oversight of program expenditures by reviewing fiscal reports for compliance with budgetary limits and planned levels of expenditures; performs desk and on-site monitoring visits for program compliance; and develops, writes, and responds to monitoring reports.
This position serves as State Program Coordinator for the Career Enhancement (CEP) and Silver State Works programs (SSW ). CEP is an employer-funded training and re-employment program that provides job seekers with training designed to improve earning potential and increase job skills required in today's workplace. It also works directly with Unemployment Insurance claimants to provide intensive re-employment assistance. CEP may assist job seekers by paying for job related expenses such as certifications, work permits, uniforms, and small tools to facilitate entry or re-entry into the labor force. SSW provides incentives to businesses for hiring from pre-screened qualified workers.
Duties include timely and accurate monthly and quarterly reporting to the ESD Administration; fiscal and programmatic monitoring by tracking expenditures and outcomes; acting as a liaison with EmployNV Career Hubs; providing training and technical assistance; reporting system glitches; reviewing business rules to troubleshoot with the WISS Auto Team and escalation, if needed; dissemination of new regulations and creating of policies for compliance.
The ideal candidate will have a background in workforce development, along with experience in grant administration, including monitoring of fiscal and programmatic requirements. Intermediate Excel and Word skills are required, and excellent interpersonal, written, and verbal communication skills are desired.

Bachelor's degree from an accredited college or university in business administration, public administration, social sciences or related field and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; applying complex laws and regulations; writing business correspondence, documenting findings and preparing summary reports or recommendations; and analyzing organizational and administrative programs, policies and procedures to evaluate compliance and make recommendations for revision; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as an ESD Program Specialist I in Nevada State service; OR an equivalent combination of education and experience as described above.
