Job Description:
DHHS Public Health is seeking a Program Specialist (C73210) to support the Vaccines for Adults Program within the Nebraska DHHS Immunization Program. This program aims to protect people against known and emerging infectious diseases here in Nebraska by enhancing the availability of vaccines through partnerships with community providers throughout the state.

The Immunization Program provides vaccines, assessment, and technical assistance to immunization clinics and private providers across the state. The Vaccines for Adults program provides selected vaccines for eligible adults, Hepatitis B prevention, and information on travel immunizations.

Job Duties:
This position will serve as a specialist within the Nebraska Immunization Program to provide technical support to Vaccine for Adults providers, ensure equitable vaccine distribution across the state, update the Vaccines for Adults provider manual, serve as a resource for adult vaccine community partners, participate in adult vaccines grant writing, maintain knowledge of adult vaccine recommendations and CDC adult vaccines updates.

This position will also serve as a backup for the Vaccine Ordering Specialist including vaccine approval, inventory reconciliation, and technical assistance with the Nebraska State Immunization Information System (NESIIS).

This position will also perform COVID-19 Bridge Program planning, implementation, and monitoring by conducting CDC-required annual COVID-19 Bridge Program provider site visits.

This will include submitting monthly and quarterly financial and performance measure reports to the CDC, monitoring, and approving sub-recipient work plan activities and budget submissions every quarter, providing best practices to all COVID-19 vaccine providers, responding to consumer and provider questions/concerns, addressing vaccine hesitancy and build vaccine confidence, and works with internal and community partners to address vaccination equity throughout Nebraska.

This position will on-board providers, ensure adequate temperature monitoring devices are available to all program COVID-19 Bridge Program providers, provide storage and handling technical assistance to new providers, serve as a resource to community partners, and update the COVID-19 Bridge Program provider manual.
Requirements/Qualifications:
Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.
Knowledge, Skills and Abilities:
Ability to Plan, organize and direct a major program; work collaboratively in a team setting; analyze, develop and organize materials; establish and maintain positive relationships with agency staff, service providers/contractors, community organizations and clients; communicate and provide excellent stakeholder support; prepare and review technical documents such as summaries of state and federal regulations, action plans, reports, contracts and grants; understand, interpret and apply policies and procedures pertinent to the program; exercise independent critical thinking skills; maintain liaison with community representatives and other governmental agencies.
Knowledge of procurement processes and policy development; methods and techniques of program planning; federal and state laws, rules, regulations, and procedures pertaining to health and human services programs; public funds and budgeting methods; the principles and techniques of adult learning; quality assurance mechanisms; principles and techniques of planning, monitoring and evaluating human services programs and service delivery systems.
