Job Location: This position will be located at 3418 Knipp Dr., Jefferson City, MO 65109. The Domain will be the selected employee's home address within 60 miles of Kansas City city limits..

This is a great opportunity to be part of a new industry involving medical marijuana in the state of Missouri. The successful candidate will get to be a part of new program in a dynamic, fast-paced environment, and creating new medical options for the citizens of Missouri. The Unit Manager is responsible for the overall design, planning, development, implementation and continuous review of medical marijuana investigation and enforcement processes, protocols and procedures. Investigation and enforcement activities will be carried out for medical marijuana licensed facilities located across the state, as well as, Missourians with patient, caregiver or patient cultivation cards. This position is also accountable for setting guidelines on how to navigate possible regulatory compliance issues, new legislation and an ever changing understanding of the rules and regulations that accompany the legalization of medical marijuana in Missouri.

What you’ll do:

  • The Unit Manager participate as a leader and technical resource for the Section for Medical Marijuana Regulation.
  • This position is responsible for monitoring changes within the industry that may lead to; edits to rule and the implementation of new rules and regulations, review of initiative petitions and fiscal notes, developing or updating processes and procedures and evaluating critical regulatory information and documentation to ensure the Unit is keeping up with industry issues.
  • Build and maintain stakeholder relationships with licensees, industry groups, law enforcement, city and county officials. Cooperate and share approved information with with other agencies, including, law enforcement entities, the Office of the Attorney General, prosecuting attorneys’ offices and the Administrative Hearing Commission to help support investigations and presenting cases.
  • Manage and provide leadership and supervision to the Investigation and Enforcement Unit that includes a group of professional level staff (Investigation and Enforcement Officers/Compliance Inspectors).
  • Ensure staff are adhering to established protocols and to evaluate staff performance not only while in the office, but in the field.
  • The Unit Manager must develop defensible processes and documentation from the state’s track and trace system, department documents, interviews and any investigations that take place to support enforcement actions that the Department may take.
  • Oversee and develop investigative and enforcement queries, reports and information to support investigative and enforcement actions.

All you need for success:

Minimum Qualifications

  • A Bachelor's degree from an accredited college or university; and,
  • Two to Four years of relevant experience.
  • Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)
  • Ability to work in a fasted paced environment with many competing priorities.
  • Ability to mine detailed information in the state's track and trace system for compliance issues and investigation purposes is a must.
  • Administrative regulatory experience required.
  • Five plus years supervising seasoned professional level staff in an administrative regulatory setting preferred.
  • Effectively communicate verbally and in writing rule and guidance to staff and industry required.
