State of Missouri is Hiring a GIS Specialist #1030AD Near Jefferson City, MO

Why you’ll love this position:

This Geographic Information Systems Specialist (GIS Specialist) role provides a wide spectrum of GIS support and geographic analysis for 14 executive agencies in Missouri state government. This position is within the Office of Geospatial Information (OGI) team of the Office of Administration, IT Services Division (OA-ITSD) and requires someone that can help communicate the vision of expanding the use of geospatial technology throughout state government. The OGI is committed to staying current with technology and developing a team environment.

The selected candidate will be part of highly enthusiastic and efficient team of GIS professionals supporting an ArcGIS Enterprise and Online environment, as well as project development and support of end users. As a member of our nationally recognized GIS program, having received Special Achievement in GIS (SAG) awards for 3 years running, you'll be responsible for developing, maintaining and supporting GIS activities primarily for Missouri's Department of Economic Development (DED), Department of Higher Education and Workforce Development (DHEWD), and other departments and agencies as assigned.

OGI’s recent works include development of an interactive sales use map, managing sewershed interactive maps that tracks COVID variants, creating mobile data collection applications for facility inspections, and many more innovative GIS driven solutions.

What you’ll do:

  • Consult and closely work with GIS Team Manager and other team members to evaluate and plan organizational GIS needs.
  • Plan, coordinate, facilitate, and work on specific GIS projects and activities within the assigned agency/division.
  • Serve as expert on spatial technology matters.
  • Provide guidance and perform GIS data acquisition, create and maintain geodatabase, implementation, and management with consultation with GIS Manager.
  • Create ArcGIS Server web services and utilizes REST services to develop Web applications.
  • Plan, design, and develop ESRI ArcGIS Online Web applications including Operations Dashboards, ESRI Workforce projects, interactive web map applications, and online Survey123 forms.
  • Help GIS users of the assigned agency for their GIS needs. This support includes help on data creation, data editing, and any technical issues related GIS desktop software.
  • Coordinate with Department of Higher Education and Workforce Development (DHEWD) to update Missouri Monthly Unemployment Operations Dashboard.
  • Manage Broadband Availability data and interactive web map for Department of Economic Development (DED).
  • Participate in other GIS activities as assigned.

Preferred Knowledge, Skills and Abilities:

  • Ability to convey technical information and concepts to non-technical staff and stakeholders.
  • Serve as expert on spatial technology matters.
  • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
  • Ability to develop and sustain cooperative working relationships.
  • Excellent communication skills, both verbal and written.
  • Comprehensive knowledge of the principles, practices, terminology, and trends in GIS.
  • Working knowledge of geodatabases, cartography, and ArcServer.
  • Comprehensive knowledge with ESRI ArcGIS Desktop Products (ArcMap, ArcCatalog, ArcPro) and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst etc.).
  • Good knowledge of ESRI cloud based technology that are utilized by ArcGIS Online.
  • Good customer service.
  • Ability to be self-motivated, exercise independent judgement and take action on it.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Ability to learn and adapt to changing GIS technologies and capabilities.
