State of Missouri is Hiring a GIS Specialist - Facilities Management, Design and Construction Near Jefferson City, MO

Job Location: This position will be located at the Harry S Truman State Office Building, 301 W. High St., Jefferson City, MO 65101.

We are seeking a self-motivated geospatial expert to lead our GIS program for the Division of Facilities Management, Design and Construction (FMDC). This position requires someone that can build, maintain, and expand the use of geospatial technology in the tracking and management of state-owned and leased properties.

We are committed to staying current with the technology and developing a team environment. This position requires experience performing difficult or unusual GIS projects, utilizing advanced GIS skills.

What you’ll do:

  • Function as the expert on geospatial matters for the FMDC.
  • Analyze current business processes and make recommendations for best practices of GIS integration.
  • Create custom web-mapping applications, maps, and reports.
  • Provide solutions to problems through geospatial modeling and analysis.
  • Create, obtain, and maintain geospatial data for state-owned and leased properties in accordance with industry best practices.
  • Work with enterprise geodatabases and servers to house data.
  • Subject matter expert on the use of ESRI software including ArcDesktop, Arc Pro, ArcOnline, Survey123, Workforce, and other offered software.
  • Work on developing mobile field inspections used by field and office staff.
  • Synthesize collected data to be used in reports.
  • Work with state agencies to coordinate data collection efforts and collaborate on overlapping agency needs.
  • Work closely with the Real Estate Specialist and Facilities Business Analyst in the planning and real estate strategy statewide, including tracking all vacant property and maintaining current asset recycling contingency plans.

All you need for success:

Minimum Qualifications

  • Bachelor’s degree in GIS, Geography, Computer Science, or demonstrated equivalent years of work-related experience.
  • Advanced knowledge of GIS principles, tools, workflows, and database design.
  • Comprehensive knowledge of ESRI ArcGIS Desktop Products (ArcMap, ArcCatalog, ArcPro) and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst, etc.).
  • Advanced knowledge of ArcGIS Online administration and application.
  • Knowledge of mobile field collection tools within the ESRI platform: Survey 1-2-3, Collector for ArcGIS, and Workforce for ArcGIS.
  • Comprehensive knowledge of the principles, practices, terminology, and trends in GIS.
  • Ability to work with all levels of technical expertise, and convey technical information and concepts to non-technical staff and stakeholders.

Preferred Qualifications

In addition to those identified in the previous level: knowledge of GIS, data collection, and cloud technology concepts; knowledge of GIS products and analytical tools; knowledge of types and relationships of spatial and non-spatial data; and knowledge of project management.

  • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
  • Ability to develop and sustain cooperative working relationships.
  • Excellent communication skills, both verbal and written.
  • Good customer service.
  • Ability to work independently, taking the lead on new technologies.
  • Ability to be self-motivated, exercise independent judgment, and take action on it.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Ability to learn and adapt to changing GIS technologies and capabilities.
