State of Missouri is Hiring a GIS Specialist #0000122 Near Jefferson City, MO

Job Location:

  • The office for this position is located at the Harry S Truman State Office Building, 301 W High Street, Jefferson City, MO. 65101.

About this Position:

GIS support and geographic analysis for 14 executive agencies in Missouri state government. OGI’s work has included the development of an interactive sales use map, managing sewershed interactive maps that tracks COVID variants, creating mobile data collection applications for facility inspections, and many more innovative GIS-driven solutions.

This position is part of a highly enthusiastic and efficient team of GIS professionals supporting our ArcGIS Enterprise and Online environment, as well as project development and support of end users. As a member of our nationally recognized GIS program, being awarded Special Achievement in GIS (SAG) awards for 3 years running, you'll be responsible for developing, maintaining, and supporting GIS activities primarily for Missouri Department of Economic Development (DED), Department of Higher Education and Workforce Development (DHEWD), and other agencies as assigned.

This position requires someone that can help us communicate the vision of expanding the use of geospatial technology throughout state government. We are committed to staying current with the technology and developing a team environment.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD), Office of Geospatial Information.

Duties and Responsibilities:

  • Consult and closely work with GIS Team Manager and other team members to evaluate and plan organizational GIS needs.
  • Plans, coordinates, facilitates and works on specific GIS projects and activities within the assigned agency/division.
  • Provides guidance and performs GIS data acquisition, creates and maintains geodatabase, implementation, and management with consultation with GIS Manager.
  • Create ArcGIS Server web services and utilize REST services to develop Web applications.
  • Plan, design, and develop ESRI ArcGIS Online Web applications including Operations Dashboards, ESRI Workforce projects, interactive web map applications, and online Survey123 forms.
  • Help GIS users of the assigned agency with their GIS needs. This support includes help with data creation, data editing, and any technical issues related to GIS desktop software.
  • Coordinates with the Department of Higher Education and Workforce Development (DHEWD) to update the Missouri Monthly Unemployment Operations Dashboard.
  • Manages Broadband Availability data and interactive web map for the Department of Economic Development (DED).
  • Participates in other GIS activities as assigned.

Preferred Knowledge, Skills and Abilities:

In addition to those identified in the previous level: Knowledge of GIS, data collection, and cloud technology concepts. Knowledge of GIS products and analytical tools. Knowledge of types and relationships of spatial and non-spatial data. Knowledge of project management.

  • Bachelor’s degree in GIS, Geography, Computer Science, or closely related field.
  • Ability to convey technical information and concepts to non-technical staff and stakeholders.
  • Serve as an expert on spatial technology matters.
  • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
  • Ability to develop and sustain cooperative working relationships.
  • Excellent communication skills, both verbal and written.
  • Comprehensive knowledge of the principles, practices, terminology, and trends in GIS.
  • Working knowledge of geodatabases, cartography, and ArcServer.
  • Comprehensive knowledge of ESRI ArcGIS Desktop Products (ArcMap, ArcCatalog, ArcPro) and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst, etc.)
  • Good knowledge of ESRI cloud-based technology that is utilized by ArcGIS Online.
  • Good customer service.
  • Ability to be self-motivated, exercise independent judgment, and take action on it.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Ability to learn and adapt to changing GIS technologies and capabilities.
