State of Missouri is Hiring a Field Service Unit Chief - ESP0074 Near Jefferson City, MO

Salary: $2,449-$2,571 semi-monthly

Job Location: This position will be located at the Missouri Department of Natural Resources Environmental Services Program, Environmental Emergency Response, 2710 West Main Street, Jefferson City, Missouri 65109.

Why you’ll love this position: This position is responsible for supervising the Field Services Unit of the Environmental Emergency Response Section for the Environmental Services Program. This is a critical hazardous substance spill cleanup position that is crucial in protecting the public, property, and environment. The successful candidate works with numerous local, state, and federal agencies and officials to ensure hazardous substance emergencies, including oil and chemical spills, are mitigated and successfully cleaned up. This position provides technical assistance to callers on the Department’s 24-hour spill reporting line. This position will be responsible for managing field investigations for other programs under a number of state and federal authorities including CERCLA, RCRA, Tanks, and others. The fieldwork is highly technical and requires significant training in the areas of environmental investigation (Geoprobe Systems®, Ground Penetrating Radar, and Drain and Sewer Cameras) and environmental sampling (air, water, soil, petroleum, chemical compounds, and hazardous and solid waste).

What you’ll do:

  • Supervise four staff (two in Jefferson City, two in Poplar Bluff) who all serve as State On-Scene Coordinators.
  • Additional management duties include general support of the EER section, policy and procedure development, and providing training and mentoring.
  • Manage the Program’s hazardous waste storage and disposal to ensure compliance with Missouri Hazardous Waste Management Regulations
  • Provide on-scene response to environmental emergencies, manmade and natural disasters which may include oversight of cleanup contractors and responsible parties, directing a state contractor, working with other agencies and the public providing technical assistance and direction.
  • Attend local emergency planning committee meetings, regional homeland security oversight committee meetings, and additional planning and response-related functions.
  • Support emergency and disaster planning within the Department and thoroughly understand Chapter 260.500-550 Revised Statutes of Missouri regulations.
  • Answer the Department’s 24-hour emergency spill reporting hotline. Coordinate/communicate with Department management, regional office staff, program staff, and other agencies concerning hazardous substance spills to the environment. Collect detailed documentation, take good notes, and take photographs at incidents for submission of timely reports for an incident.
  • Become proficient with multiple pieces of monitoring and detection equipment and perform maintenance, calibration and inspection on equipment including personal protection equipment.
  • Ability to effectively communicate verbally and in writing with the public, regulated community, local, state and federal agencies, etc.

All you need for success:

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university with a minimum of 30 earned credit hours in natural science (Environmental Science or Technology, Chemistry, Biology, Physics, Physical Science, Geology, Engineering, Agronomy, Forestry, Soil Science, Ecology, Wildlife Management, Agriculture, Animal Science, Natural Resource Management, Soil Conservation, Atmospheric Science, or closely related field) and 4-6 years of relevant experience. (Substitutions may be allowed)
  • Valid driver’s license and credentials adequate to access federal facilities (REAL I.D. compliant)
  • Pass a criminal background check, a drug screening test, submit to a medical examination to be cleared for duty by the Department’s occupational health physician, and be able to distinguish colors
  • Ability to wear respiratory protection (APR and SCBA) and successful participation in a respiratory protection program
  • Work outdoors during all weather conditions
  • Ability to work after hours and travel, including responding to environmental emergencies 24 hours a day, is required
  • Experience in various sampling methods and techniques

Preferred Qualifications

  • Previous supervisory experience preferred
  • Well organized and skilled in project management
  • Hazardous materials technician
  • Ability to lift, move, and transport samples and/or supplies weighing up to 50 pounds
  • Ability to establish and maintain effective working relationships with customers, co-workers, and management
  • Highly motivated, self-starter possessing dedication and excellent organizational and communication skills
