State of Missouri is Hiring a Facility Specialist (5020006) Near Jefferson, MO

Job Location: This position will be located at 920 Wildwood Dr., Jefferson City, MO 65109.

Why you’ll love this position:

The Facility Specialist (FS) is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The FS is responsible for ensuring cannabis licensees are in compliance with constitutional law and rules specifically related to facility changes.

What you’ll do:

  • Work with management to develop, communicate, and implement guidance documents and procedures from the Division to ensure licensees are in compliance with Article XIV and 19 CSR 100-1, specific to facility development. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include large scale, multi-million dollar facilities that grow cannabis, manufacture products, transport product, test product, and dispense products to eligible individuals.
  • Assist in creating and developing this new team including systems, processes, policies, procedures, rule application, and industry guidance.
  • Must have expert knowledge of the provisions set forth in 19 CSR 100-1 and Article XIV, specifically related to facility requirements and the commencement inspection process.
  • Responsible for tracking and reviewing licensee’s commencement inspection requests to verify a licensee’s facility is in compliance with Article XIV, 19 CSR 100-1, and applicable laws prior to the space being used by a licensee, including, conducts in-depth review of blueprints, security features, standard operating procedures, applicable permits and other commencement inspection related documentation; assesses changes to a licensee’s facility which may include changing the use of space or the addition of new space to facility footprint for compliance with law and rules; reviews licensees plans for ensuring the facility and cannabis product is safe and secure during renovation and construction.
  • Provides guidance to licensees on compliance requirements specifically related to facility requirements and the commencement inspection process.
  • Collaborate with other units and bureaus within DCR.
  • Exercise considerable initiative and judgment in planning and carrying out assignments; receive general administrative direction and is able to carry out the full scope of responsibilities of the Unit with minimal oversight.
  • Complete related or similar duties as required or assigned.

All you need for success:

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
  • Three (3) or more years of regulatory compliance preferred, including civil, administrative, or criminal investigative (non-clerical) experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military).
  • A high level of initiative and problem solving skills in areas of responsibility.
  • A proven track record of successfully managing and supervising a highly technical team.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take general guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
  • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
  • Ability to develop and carryout training and a training program for staff ensuring staff have the resources needed to complete their job.
  • Attention to detail.
