Environmental Program Assistant/Analyst – Department of Natural Resources – St. Louis Regional Office

Job Number: SLR0018

Salary: $1,700 - $2,078 semi-monthly *Salary may be commensurate of education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, and will be located at 7545 S. Lindbergh Blvd., Ste. 210, St. Louis, MO 63125

As a member of our team, you will be evaluating compliance with air pollution laws and regulations at multiple types of industrial facilities, gasoline dispensing facilities, and other sources. Whether inspecting, investigating, or providing assistance, your position provides ample opportunities to utilize your technical and people skills in ensuring compliance with often complex environmental rules and process controls.

What you’ll do:

  • Conduct air pollution source inspections at often complex facilities to ensure compliance with applicable state and federal air pollution control laws and regulations; prepare formal written inspection reports complete with applicable checklists and other documentation, with discussion of the inspection findings, and recommendations to direct compliance.
  • Conduct Stage I Gasoline Vapor Recovery (GVR) inspections at regulated gasoline dispensing facilities, observe scheduled leak decay and pressure vacuum valve tests to ensure compliance with applicable regulations.
  • Investigate environmental air pollution concerns, including open burning, dust, and odor concerns; prepare investigation reports, and conduct appropriate follow-up to attain compliance.
  • Provide technical assistance concerning state and federal air pollution control laws and regulations to businesses, general public, other government agencies, and others.
  • Conduct air pollution control Compliance Assistance Visits as needed.
  • Perform related enforcement activities; issue Letters of Warning and Notices of Violation as appropriate; prepare subsequent follow-up correspondence to attain compliance with air pollution control laws and regulations and permits; prepare cases and evidence for referral to the Air Pollution Control Program (APCP) for enforcement action; perform activities in coordination with other programs and agencies; and assist the Program's Enforcement Unit and Attorney General's Office team members in case development and monitoring of compliance agreements and court orders.
  • Schedule and perform day-to-day work in an independent manner and under minimal supervision.
  • Use a computer and sampling and other equipment to safely and efficiently perform work.
  • Perform administrative duties such as time and record keeping and vehicle and other equipment maintenance.
  • Attend work-related formal training and meetings.
  • Acquire and maintain OSHA HAZWOPER and U.S. Environmental Protection Agency (EPA) Method 9 certifications.
  • Maintain knowledge of Department Personnel and inspection policy and procedure manuals.
  • Perform other duties as assigned.
  • Opportunity to work remotely following a hybrid schedule, after 6 months of employment and contingent on employee performance.

All you need for success:

Minimum Qualifications

  • A Bachelor’s degree* and 0-4 year of relevant experience as well as the ability to operate a motor vehicle and maintain a valid vehicle operator’s license. Substitutions may apply.
    • Preferred degree program would include a combination of the following: Environmental Science or Technology, Chemistry, Biology, Physical Science, Geology, Forestry, Soil Science, Ecology, Wildlife Management, Agriculture, Animal Science, Natural Resource Management, Soil Conservation, or a closely related field.
  • A valid state license and ability to operate a state vehicle.
  • Monday through Friday, 8:00 a.m. to 5:00 p.m. work schedule, with occasional alternate work schedules and overnight travel.
  • Certifications: 40-Hour HAZWOPER and EPA Method 9 (opacity reading), within 6 months of hire.
  • Attend training sessions and meetings – sometimes requiring overnight stays.
  • S. Citizen or otherwise authorized to work in the USA.

Preferred Qualifications

  • Good communication skills (oral and written) and willingness to communicate and work with the public.
  • Basic computer skills, such as Microsoft Office.
  • Ability to negotiate uneven terrain, climb ladders and stairs, work outdoors in all weather conditions to complete inspections and investigations.
  • Bending, lifting, pushing, pulling, sitting, standing, squatting and walking.
  • Ability to lift boxes of files and equipment up to approximately 40 pounds.
  • Knowledge of state and federal air pollution control laws and regulations as well as permitting and reporting processes
  • Proficient English communication skills (verbal and written)
  • Ability to establish and maintain effective working relationships at all levels
  • Ability to expedite a voluminous flow of detailed work
