State of Missouri is Hiring an Environmental Program Assistant/Analyst - 4030157 Near St. Louis, MO

Salary: $1,819.00 - $2,223.00 semi-monthly *Salary may be commensurate of education and/or experience

Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Air Pollution Control Program, and will be located at 7545 South Lindbergh Blvd, St. Louis, MO 63125.

Why you’ll love this position:

This position falls under the Department of Natural Resources Air Pollution Control Program. It requires interaction with motorists, repair stations, emissions testing facilities, Missouri state highway Patrol, and the Department of Revenue. You will have the ability to learn how vehicles function and the impact of vehicle emissions to the environment.

What you’ll do:

  • Conduct covert and overt audits of emission inspection stations and inspectors to determine compliance with rules and regulations and generating inspection reports.
  • Run data reports for assigned inspection stations to assist in determining whether inspectors are overall compliant with the rules and regulation regarding emissions inspection performance for the Gateway Vehicle Inspection Program.
  • Process emissions compliance waiver requests and mileage based exemption requests, assisting motorists and repair shops as needed regarding waiver/exemption procedures.
  • Provide regularly scheduled and unscheduled customer service assistance with phone calls, emails, and walk- ins from the regulated community.
  • Perform regular data entry into various Program, Section, and Unit data bases.
  • Utilize inspection reports and data audits to initiate, assist in, and promote enforcement actions to be taken regarding non-compliance with emissions inspection rules and regulations by licensed inspection stations and inspectors.
  • Conduct data analysis/research using spreadsheets, databases, and emission inspection software to identify and document occurrences of emissions inspection fraud. Develop reports to support corresponding enforcement actions.
  • Acquire and effectively communicate technical knowledge regarding on-board diagnostic (OBD II) systems on regulated vehicles to assist the program, inspection/repair community, and motorists in understanding and resolving emissions compliance issues.
  • Assist in the compliance testing and troubleshooting of vehicle emissions testing software and procedures.

All you need for success:

Minimum Qualifications

  • Bachelor’s degree in science or related fields, and 0-4 years of experience in vehicle emissions and testing, field audits, and communication with the public via emails and phone. (Substitutions may be allowed)
  • Valid driver's license

Preferred Qualifications

  • Ability to communicate well, both verbally (including phone conversations) and in writing.
  • Experience with interpreting and implementing state regulations, and policies.
  • Ability to work 8:00 am – 5:00 pm
  • Ability to work using Word, Access, Excel, and Outlook
  • Ability to conduct data audits, overt audits and covert audits.
  • Ability to maintain personal integrity and assistive attitude in difficult situations
