State of Missouri is Hiring an Administrative Support Professional - HR - MO-AVCRAD Near Springfield, MO

Job Location: This position will be located at the MO-AVCRAD at 5250 West Depot Road, Springfield, MO.

This position is located in a state of the art Army National Guard aircraft maintenance facility with a 5 day work week, 1 hour per day of paid PT, and gym available onsite.

  • Directly responsible to the Human Resources Supervisor for the overall coordination and administrative management of personnel matters for all MO-AVCRAD state employees. Serves as the primary point of contact for state employees regarding personnel benefits such as pay, leave, retirement, insurance, disability, and death entitlements, and employee's compensation in cases of injury or unemployment. Coordinates with the MO-AVCRAD Budget office, State Financial Manager, and U.S. Property and Fiscal Officer to assure compliance with required procedures.
  • Advises supervisors and other personnel regarding changes in personnel benefits such as pay, leave, retirement, insurance, disability, and death entitlements, and employee’s compensation in cases of injury or unemployment by researching available regulations pertaining to personnel matters. Coordinates with Human Resources Management Office (HRMO) and State Resources Personnel Office on more technical matters or where information requested is not readily discernible from available publications.
  • Coordinates with the MO-AVCRAD Budget office, State Financial Manager, and U.S. Property and Fiscal Officer (USPFO) to assure that the requirements for records, documentation, and procedures are fulfilled as required by legislation and regulation. Coordinates program requirements with the operational level supervisors, to determine budgeting and scheduling necessary to support the operation and maintenance programs. Assures that these accounts balance with USPFO and State accounting reports. Programs, monitors, and executes any adjustments in these programs that effect the funding level of sources.
  • Receives and processes time sheets from the various branches of the MO-AVCRAD for state employees; corrects and verifies the time and attendance sheets and enters leave taken and earned into the SAM II accounting system for the processing of bi-monthly state payroll. Advises supervisors and employees on travel requests, information regarding travel regulation(s), and prepares vouchers and supporting records for payment.
  • Performs a variety of administrative support functions: Typing, operating a facsimile, operating Defense Travel System (DTS) computer system for travel orders and reservation of funds, providing administrative support in the arrangement of conferences and workshops conducted by the MO-AVCRAD which occasionally involves from 150 to 200 participants. Monitors administrative and housekeeping operations of the office.
  • Complies with all state and office standard operating procedures and performs other duties as assigned.

Minimum Qualifications

  • A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Public or Business Administration, or a closely related field.
  • OR Four or more years of clerical experience in fiscal or budgetary controls, procurement, accounting or bookkeeping, or closely related areas, including two or more years in a supervisory or semi-technical capacity (at or above the level of a Senior Office Support Assistant, Account Clerk II, or Storekeeper I);
  • Possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for a maximum of two years of the required general experience at a rate of 30 earned credit hours for one year. An additional 30 earned credit hours from an accredited college or university may substitute for a maximum of one year of the required specialized experience.)
