This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business- specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

Job Summary

This position will provide leadership and management oversight for business systems analysis and Agile maturity efforts for application development and technical product teams within the Minnesota Justice Information Systems (MNJIS) at the Bureau of Criminal Apprehension (BCA). These teams work on information technology initiatives that support strategic departmental and organizational objectives in an Agile environment. This position is accountable for guiding, developing, coordinating and directing organization- wide business systems analysis and Agile standards, guidelines, processes, tools, and measures for information technology services within the organization, as well as providing management oversight and coaching to a team of business analysts, some of which conduct Scrum master functions. Responsibilities also include centralized management of business rules and requirements for business products, features, and the enterprise. This position is critical to promoting collaboration and teamwork across all MNJIS teams including software development, quality assurance, project management, enterprise architecture, network operations, and technical support to implement business systems analysis and Agile best practices in all dimensions of software development and technical support.

As a member of the MNJIS Management Team, this position will participate in long-term, organizational planning by creating the MNJIS four-year strategic plans and is responsible for implementing strategies to meet MNJIS, BCA, DPS, and MNIT strategic goals.

This position requires an employee to be onsite at the work location 3 days per week.
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Qualifications

Minimum Qualifications

This position requires minimum of five (5) years of experience working in a complex IT development environment planning, designing, developing, implementing, and maintaining IT systems and services AND two (2) years of supervisory experience. Supervisory experience should cover multiple areas such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results, etc. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.*

Candidates must clearly demonstrate all of the following qualifications in their resume:

Experience must include:

  • Principles of information management systems, their development design, and application.
  • Systems development methodologies, information systems analysis and design.
  • Business analysis such as evaluating operational flows, defining process models, observing business processes, and suggesting changes to improve systems' current functioning.
  • Strong understanding and experience using Agile frameworks (e.g., Scrum, Kanban, etc.) and coaching effective team dynamics.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • Bachelor's degree or higher in Computer Science, Information Technology, or related field.
  • Experience working in an environment with strict regulatory, security, and compliance requirements such as law enforcement or criminal justice systems.
  • Ability to communicate effectively with diverse stakeholders (both technical and non-technical) including, but not limited to, staff, agency peers, agency management, and customer groups using a variety of communication styles and approaches.
  • Knowledge and experience with advanced supervision, staff development, team development, program management and evaluation.
  • Group facilitation/management skills, including the ability to resolve conflicts through negotiation, influencing, persuasion, and consensus building.
  • Strong ability to identify, conceptualize, analyze, and solve a broad range of complex problems and recommend effective and integrated solutions.
  • Ability to plan strategically, appropriately, and effectively set priorities, and adapt to a quickly changing environment.
