Job Summary

This position develops and manages MNsure’s Individual Market’s application, eligibility, and enrollment operations policy and procedures required to implement and maintain the federal and state health care reform legislation. This legislation implements a new set of eligibility and enrollment policy and operational procedures and infrastructure which requires seamless coordination between the Individual Market, Medicaid and MinnesotaCare programs which are all supported through the MNsure application.
Responsibilities include:
  • Provides leadership, coordination and technical direction related to the implementation and ongoing operations of the Individual Market programs ensuring effective and efficient business process flows across both public and commercial health insurance markets and operational functions.
  • Provides direction to MNsure operations to develop, implement and maintain Individual Market operational processes and procedures.
  • Work across all business areas of MNsure, as well as with staff from state agencies (Department of Human Services, Department of Commerce, Department of Health and Minnesota IT Services (MNIT), IT vendors, the Governor’s Office and federal oversight agency staff, CCIIO the Centers for Medicare & Medicaid Services.

Qualifications

Minimum Qualifications

Three (3) years of advanced professional experience demonstrating the following:

  • Experience with Affordable Care Act legislation and federal and state laws and regulations governing MNsure policies, clientele, application, eligibility criteria, renewal processes and enrollment operations.
  • Strong administrative, organizational, time and priority management skills.
  • Ability to work on several projects simultaneously in a fast-paced environment within deadlines.
  • Ability to identify and evaluate information/data, conceptualize alternative solutions to complex policy issues, and convey complex information to diverse audiences.
  • Experience using MS Office products including Word, PowerPoint, Visio, Excel, and Outlook.
  • Understanding and knowledge of, and ability to interpret, complex health care legislation and policy including the ACA.

A bachelor’s degree or higher degree in Business, Health Care Policy, Public Policy, or related field can substitute for one (1) year of experience.

Preferred Qualifications

  • Master's degree in Health Care Policy, Public Administration, or other related field; or related law degree in health law and policy
  • Experience assessing implications of health care reforms at federal and state levels
  • Knowledge of HIPAA and the Data Privacy Act.
  • Strong interpersonal and relationship building skills.
  • Strong analytical and problem-solving skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to work with staff at all levels within and outside the organization.
