A baccalaureate degree plus three years of professional experience in workforce development, administrative services or social services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.

May provide functional supervision over lower-level Workforce Development personnel.
LOCATION OF WORK:
May be used by state agencies with workforce development functions.
JOB DISTINCTIONS:
Differs from Workforce Development Specialist 3 by the presence of programmatic administrative functions and/or the presence of lead worker responsibilities.
Differs from Workforce Development Technical Specialist by the absence of responsibility for serving as a technical specialist in multiple program support areas or for a statewide program.

Conducts needs assessment of both current and emerging workforce demands. Identifies and responds to business needs, proposes solutions to human resource challenges, manages and coordinates delivery of services, and promotes the services and programs of Louisiana Works and partner agencies. Acquires new business customers and maintains existing, on-going "partnership" relationships.
Serves as a staff specialist in programmatic specialty areas such as contracts/grants, program audit/ compliance, and technical program support. Provides advanced-level professional support for Workforce Development programs such as examining, inspecting, investigating, tracking of trends, and/or researching of program activity for statewide programs.
Reviews and examines client/participant records to ensure proper eligibility determination, accuracy of recorded information, completeness of participant evaluation, and/or assessment and appropriateness of training services. Investigates allegations of fraud and program abuse and prepares written reports documenting findings.
Independently conducts random and assigned inspections which may include the audit and assessment of personnel, payroll and time records and the deposing of concerned parties and/or witnesses to determine Minor Labor Law compliance and/or Medical Payment Law. Cites Violations when discovered.
Assists employers with creating compliance plans to prevent future violations. Plans, coordinates, schedules, and conducts training seminars.
Audits and investigates complaints for Private Employment Services which may include audit of applicant files, escrow of checking accounts, applicant payroll checks, stubs, and leger sheets.
Responds to public inquiries for employers and/or employees labor law information.
