The mission of the Louisiana Veterans Homes is to primarily serve the Veterans' population of Louisiana through the provision of medical, restorative, and rehabilitative services in an atmosphere of respect and compassion. The primary objective of home is to provide quality nursing care to eligible veterans with the ultimate goal of returning the veterans to the highest possible levels of physical and mental capacity.
This position is located in the Nursing Department of the Northeast LA Veterans Home in Monroe, Louisiana.


This is a night shift position: 10:45p - 7:15a.


The Special Entrance Rate for this position is $33.91 (base pay) plus shifts differentials and premium pay (SEE BELOW).

PREMIUM PAY (per HOUR physically worked):
$4.00 work incentive pay upon hire
$0.25 extra credential pay upon hire for ACLS

$0.60 extra credential pay upon hire for ANCC
SHIFT DIFFERENTIALS (per HOUR physically worked):
Shift Diff 2nd Shift - $3.25
Shift Diff 3rd Shift - $3.25
Weekend/Holiday Shift Diff - $2.50
Weekend/Holiday Shift Diff 2nd Shift - $5.75

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus three years of professional nursing experience.
SUBSTITUTIONS:
A baccalaureate degree in nursing will substitute for one year of the required experience.
A master's degree in nursing or public health will substitute for one year of the required experience.
Specialized degrees less than a doctorate will substitute for a maximum of one year of the required experience.
A doctorate in nursing or public health will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Serves as charge nurse and assumes responsibility for staffing and/or care of patients within a unit.
Assists in maintaining patient care standards by supervising and directing activities of subordinate nurses engaged in quality assurance, infection control, and utilization review activities.
Receives physicians' instructions regarding patient care and ensures that orders are transmitted to other units as needed.
Oversees delegation of simple nursing and other therapeutic procedures to lower level professional and paraprofessional employees.
Makes regular patient rounds to observe and assess patients' physical conditions and behaviors, evaluates the quality of care provided, and ensures proper documentation of treatment and nursing observations.
Reviews nursing plan of care for all patients within a unit and ensures that treatments and therapies specified in the plans are carried out.
Administers oral and intramuscular medications, begins intravenous therapies, and performs medical tests as needed in the absence of subordinate professional staff.
Provides specialized nursing care, i.e. ventilative care, special equipment, triage, or multiple system failures, etc.
Admits patients or receives patients following admission by conducting Nursing Assessment and Initial Treatment Plan.
Evaluates patient care practices according to established standards and implements quality assurance methods to insure that standards are met.
Plans, develops, and oversees the implementation of programs and courses to meet specific or general needs for orientation and ongoing training of staff.
Directs nursing staff development and in-service education.
Establishes long-term goals and objectives for staff development and education.
Determines needs for training through direct observation, results of quality assurance reviews and consultation with other supervisors and directors.
Participates in the design and conduct of special research projects.
Participates in the development and update of nursing policies and procedures.
Maintains records of employees' participation in in-service and continuing education programs.
PUBLIC HEALTH OPTION:
Supervises activities of clinics to ensure that patients receive needed services, program requirements are maintained, and appropriate follow-up appointments or treatment are provided.
Develops and evaluates staffing patterns and clinic schedules to ensure maximum staff utilization.
Assesses performance and efficiency of public health nursing personnel on informal and formal bases.
Provides counseling of employees on performance-related issues.
Plans and evaluates performance evaluations of staff nurses.
Participates in disciplinary actions.
Identifies continuing education needs of staff and provides for in-service instruction on public health program requirements, policies and procedures.
Analyzes statistical data in program activities, caseload, and program effectiveness to provide training.
Collaborates with parish, regional and statewide personnel in planning, implementing, and monitoring program guidelines and recommendations.
Monitors program activities, caseload, and public health program effectiveness.
Provides professional education to nursing, medical, and other health disciplines in OPH and other public and private agencies.
Supervises Nurse Family Partnership (NFP) Nurse Home Visiting staff in conducting home visits for first-time low-income pregnant women and families.
Conducts weekly supervision with individual nurse home visitors, weekly team meetings and/or case conferences, and quarterly home visits with nursing staff according to the model of care developed for NFP.
Monitors referrals, outreach activities and enrollment of clients to maintain appropriate caseloads, data accuracy and programmatic outcomes.
Collaborates with community partners to engage the community in improving maternal and child health outcomes reduce child abuse and foster positive social and emotional development of children.
Supervises and/or provides care coordination and follow-up of services for vulnerable populations.
Informs families about community resources, supervises and/or provides home visits.
Serves as a collaborative resource for services available.
Conducts interviews with HIV-positive individuals to determine infection epidemiology.
Serves as liaison for the HIV/AIDS Program with the regional STD and TB units and private physicians to facilitate counseling and testing services and HIV/AIDS cases reporting.
Analyzes the effectiveness and efficiency of program objectives based on epidemiological studies and HIV/AIDS statistics.
Plans, coordinates, implements, evaluates, and communicates public health information, roles, capacities, and legal authority to all parish health unit staff and partners involved with emergency response on a parish level.
Responds to emergencies and public health/bioterrorist threats on a 24-hour basis.
