GOHSEP is seeking to fill this Program Officer posting with an expected new hire salary that will be at the minimum amount as listed in this announcement, or per GOHSEP internal policy, HR-0020: Pay Upon Promotion or Reallocation.
 
Vacancy may be filled from this recruitment as a Program Officer 1 – 4, depending on the level of experience of the selected applicant. The salary range for the Program Officer 4 is $47,570-minimum and $100,069 maximum.

Holidays and Leave – State employees receive the following paid holidays each year: New Year’s Day, Martin Luther King, Jr. Day, Mardi Gras, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day. Retirement – The Louisiana State Employees Retirement System (LASERS) is a qualified defined benefit pension and retirement plan under Section 401 (a) of the Internal Revenue Code. A baccalaureate degree plus a minimum of one (1) year of professional experience in homeland security or emergency management.

Substitutions 
Six years of full time work experience in any field may be substituted for the baccalaureate degree.
 
A master's degree may be substituted for two years of the required work experience. 
 
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
 
A maximum of 120 semester hours can be combined with experience to substitute for the baccalaureate degree.
 
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
 
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
 
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
 
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years of full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to substitute for the baccalaureate degree.
 
NOTE: Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges.
 
Additional Information 
 
We are seeking to fill vacancies for both the planning and training and exercise branches within the Preparedness Section.
 
Preference will be given to applicants with previous work experience with developing and updating emergency plans and supporting procedures. 
 
Applicants must have the ability to plan, organize, coordinate and serve as a liaison with Emergency Support Functions (ESF), state agencies, parishes, regional authorities, and nongovernmental civic groups to strengthen response and recovery capabilities. 
 
Applicant must also have the ability to understand Federal, State, and local laws, rules and regulations that apply to the FEMA programs. 
 
Applicant must possess outstanding verbal and written communication skills and will be required to maintain a high degree of professionalism. Applicants must have knowledge of Microsoft Office applications; and effective interpersonal skills. Must be able to work 12-hour shifts and beyond, day or night, for extended periods during emergencies. Must present and maintain a valid Louisiana driver's license.

Maintains or revises as necessary, jurisdiction wide all hazards emergency operations plan consistent with CPG 101 v. 3.
 
Supports integrated planning strategies through the use of planning workshops with parish, state and non-government organizations stakeholders.
 
Provides ongoing consultation and technical assistance to professional Emergency Management (EM) staff within parishes, state agencies, and non-governmental emergency management stakeholders.
 
Uses the Threat and Hazard Identification and Risk Assessment (THIRA) and the Stakeholder Preparedness Review (SPR) to set priorities for developing and maintaining preparedness resources. Help communities focus on setting goals for their preparedness, develop plans for achieving them, and prioritize activities and investments that support their goals, especially planning and exercises.
 
Assists with the preparation of Incident Action Plans or fill an assigned branch position in the State Emergency Operations Center during activations. 
 
Supports exercise development, design, workshops, seminars and other functional exercises to increase emergency planning and improvements. 
 
TRAINING and EXERCISE:
Supports training and facilitation of CPTP training requirements within the training and exercise branch of the preparedness section. 
 
Supports the coordination and mandatory training for GOHSEP through Success Factor. Serves as conduit as a liaison with Emergency Support Functions, state agencies, parishes, regional authorities, and nongovernmental civic groups. Maintains knowledge of governmental structure at federal, state, and local levels for resources, human services, logistics and support.
 
Maintains documentation and records management in CPTP, and maintains records on all related trainings and provides technical assistance to staff. 
 
Supports credentialing of All Hazard Incident Management Team to ensure National Qualification Standards are implemented and maintained. 
 
BOTH
Serves, as necessary, on committees, panels, task forces, and other inter- or intra-agency groups and activities on behalf of the agency as assigned.
 
Establishes and maintains working relationships with federal counterparts, state agency professionals and managers, parish government officials, volunteer and civic groups, and private industry.
 
Works with State and parish stakeholders to support the after action reviews and improvement plans.
Participates in related training programs on how to develop Incident Action Plans and Unified Command Briefs, completing courses, workshops, seminars, and other training to keep abreast of emergency planning issues and concepts of local, state, and Federal Emergency Management training and exercises.
 
Serves on the agency Crisis Action Team as needed.
