The Idaho Department of Fish and Game (IDFG) is seeking to fill a current opening for Wildlife Staff Biologist–Environmental Compliance Administrator within the Wildlife Bureau’s Habitat program located at the Headquarters office in Boise.

Responsibilities:

  • Prepare Endangered Species Act (ESA) Section 7 and National Historical Preservation Act (NHPA) Section 106, and National Environmental Protection Act (NEPA) compliance documentation for all Wildlife Bureau programs in support of IDFG Federal Assistance Program grants.
  • Consult with project sponsors and staff to compile requisite data and information to complete and submit compliance documentation to our state and federal partners.
  • Develop maps and other spatial products to facilitate the development and implementation of habitat projects on IDFG managed properties and collaborative co-managed projects.
  • Advise, educate, and train employees on matters related to federal regulatory compliance, administrative pathways, and potential challenges.
  • Provide technical assistance, strategic coordination, and regulatory guidance to internal and external stakeholders pertaining to federal assistance administration and implementation.
  • Collaborate with IDFG staff to document and update records of land transactions completed by the Department including acquisitions, disposals, conservation easements, access easements, utility easements, leases in the Lands Database.
  • Cooperate with the Lands – Mitigation Coordinator to manage and secure legal documentation (deeds, title policies, etc.) associated with all lands transactions.
  • Coordinate with county assessors to maintain accurate parcel and acreage data during their annual property tax assessment process.
  • Collaborate with IDFG staff and Idaho counties to administer the Fee in Lieu of Taxes (FILT) program to ensure the timely and efficient disbursement of compensation payments to counties.
  • Assist Bureau of Wildlife leads and serves as the liaison between the Wildlife Bureau and the Technical Services Bureau on species status assessments, species status reviews, listing petitions, and public record requests.
  • Other duties as assigned.

Minimum Qualifications: (These qualifications are required.)

  • Experience demonstrating good knowledge of fish, wildlife, conservation biology, plant ecology and/or habitat management practices. (Typically gained by successful completion of a Master's Degree in Fisheries, Wildlife, or Natural Resource Management from an accredited college or university and at least two years of professional experience such as habitat and resource management or fish and wildlife population management OR successful completion of a Bachelor's Degree in Fisheries, Wildlife, or Natural Resource Management from an accredited college or university and at least four years of professional experience such as habitat and resource management or fish and wildlife population management.)
  • Experience evaluating the impact of land use practices and natural processes on habitats, developing, and interpreting statistical data and formulas used in biological research. (Typically gained by at least two years of professional work experience providing input into these areas OR, possession of a master's degree in a related field.)
  • Experience evaluating and interpreting environmental documents, state and federal regulations, and providing a written and oral analysis of findings. (Typically gained by at least two years of professional work experience providing input on methodology, gathering, and analyzing wildlife and/or fisheries data, and providing written and oral analysis of findings. Field research in a wildlife and/or fisheries management-related master's degree thesis program is typical at this level).

Minimum Qualification Specialty Area: (This qualification is required for the current opening.)

  • Experience coordinating and communicating fish and wildlife program objectives, recommendations, and desired outcomes to diverse groups of stakeholders, and coordinating the implementation of programs with working groups, including regional personnel, state, and federal agencies, Native American tribes, non-governmental entities, and landowners. (Typically gained by at least two years of professional work experience in this area.)

The ideal candidate will have knowledge and expertise with of Federal environmental compliance requirements and processes, have demonstrated experience preparing Endangered Species Act (ESA Section 7) and National Historical Preservation Act (NHPA Section 106) and National Environmental Protection Act (NEPA Compliance Checklist) compliance documents, and have working knowledge of ESA listing processes and procedures. They will have experience analyzing, and interpreting spatial data, excellent oral and written communication skills, and the ability to work collaboratively and efficiently with internal teams and external partners on federal assistance and ESA related projects. Additional consideration may be given at the time of interview to candidates who have this training and/or experience.
