TYPE OF POSITION: Military Nonclassified; Army or Air; Enlisted; Temporary/Benefited (This is a temporary appointment. Initial appointment not to exceed 1385 hours in a rolling 12-month period. May convert to a deployment backfill without further competition if expected duration extends past 8 months, temporary length may be subject to change/extend (not to exceed 5-years). QUALIFICATION REQUIREMENTS: Applicants must attach to their application individual responses addressing each requirement separately.

Mandatory Requirements (conditions of employment) Provide the requested information, address your willingness and ability to meet the applicable condition and/or how you meet the requirement.

(1) Must be an enlisted member of the Idaho National Guard. Provide your military grade, job title, MOS/AFSC and unit of assignment.

(2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

(3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

(4) Selectee must be willing to establish permanent residence within 50 miles of the assigned ARNG Readiness Center (Armory) within 90-days of appointment start date.

(5) Must have or obtain within 30 days, and maintain a current, valid State of Idaho Pest Applicator Certification/license (must comply with DoD and Army Regulation requirements). To include License Categories: Ornamental Herbicide, Ornamental Insecticide/Fungicide, General Pest Control, Structural Destroying Pest Control, Vertebrate Pest Control, Rodent Control, Public Health Pest Control, Right-of-Way Herbicide, and others as may be required.


Knowledge, Skills and Abilities (KSAs)

Applicants must have 36-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.

Provide your individual responses in an attachment to your application addressing each requirement (1-7) separately.

(1) Skill in processing tenant work requests, work prioritization, parts request, ordering, purchasing, purchase card management, etc. Knowledge of work request tracking data management systems processing for tracking preventive maintenance tasks and repairs. Experience developing Scope of Work (SOW) for contracting repairs and services.

(2) Skill with tenant management, facilities management, communications, and work planning with tenant organizations.

(3) Demonstrated ability with HVAC and Mechanical repairs, service maintenance, troubleshooting, etc. Experience with preventive maintenance of major HVAC systems. Demonstrated experience troubleshooting and programming direct digital controls.

(4) Demonstrated ability with plumbing repairs, service maintenance, troubleshooting, irrigation systems, commercial plumbing equipment, etc.

(5) Demonstrated ability with electrical repairs, maintenance, troubleshooting, etc. Knowledge of electrical safety measures, inspections, and techniques.

(6) Skill with a variety of structural, wall repair, painting, doors, windows, interior and exterior general repairs. Knowledge and ability to make technical inspections of buildings for preventive maintenance, safety, and security. Experience interpreting construction drawings and technical specifications.

(7) Skill with Pest Control activities. Knowledge of pest management techniques, application methods, repairs, record keeping, etc.

JOB TITLE: READINESS CENTER MAINTENANCE TECHNICIAN
TEMPORARY GROUP POSITION
SALARY GRADE: NGA-8

INTRODUCTION: This position is assigned to the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to provide building maintenance support of the state cooperative agreement military facilities located throughout the state. Incumbent must have complete and thorough knowledge of general construction practices in all trades. Must be able to accomplish technical inspections and perform maintenance and remodel projects using proper construction methods and complying with proper codes. A state vehicle and tools are furnished. Travel within the state is required.

This temporary position will be assigned to Northern Idaho/Grangeville and Post Falls (Office is in Lewiston or Post Falls)

DUTIES AND RESPONSIBILITIES:

1. Work Control and Communications. Uses the Integrated Engineering Management System (IEMS) program for maintenance requests to include parts requests, repair contracts, and credit card purchases. Creates work orders and updates statuses during repair process. Uses open work order register to schedule maintenance repairs, track status of repairs and repair parts. Creates requisitions for contracted maintenance, repair parts, and services as needed to maintain facilities and equipment.

2. Communicates daily with supervisor on status of repairs and scheduled maintenance. Communicates with Idaho Military Division’s (IMD’s) State Purchasing and Contracting Office to provide information and details for purchases and contracted work. Assists the Maintenance Operations Managers in the preparations of Scope of Work (SOW) for the Contracting Officer in securing bids and contracts to facilitate building repair. Oversees contractors during the execution of repairs, inspects, and validates completed work.

3. Coordinates with tenant organizations for scheduled maintenance and services. Sets-up and maintains a regular inspection plan to determine maintenance needs. Takes initiative to anticipate problems before they occur with minor and regular maintenance needs. Coordinates maintenance of lawn equipment for Readiness Centers. Consults with supervisor as needed for major maintenance needs that may have a budgetary impact.

4. Heating, Ventilation, Air Conditioning (HVAC) and Mechanical. Works independently to trouble shoot, inspect, and repair complex HVAC and Mechanical problems. Completes all preventive maintenance and inspections on equipment. Replaces filters, belts, hoses, fans, and other general maintenance repairs. Coordinates and collaborates complex repairs with journeyman HVAC and maintenance managers. Trouble shoots all Direct Digital Controls for all mechanical equipment. Utilizes computer for accessing DDC, TEC, Bacnet, and other HVAC controls for programming controls.

5. Plumbing. Works independently to trouble shoot, inspect, and repair complex plumbing problems. Completes all preventive maintenance and inspections on equipment. Replaces toilets, faucets, fixtures, drinking fountains, and other general maintenance repairs. Coordinates and collaborates complex repairs with journeyman plumbers and maintenance managers. Performs PM on plumbing equipment to include backflow inspections, water heaters, and other plumbing equipment.

6. Electrical. Works independently to trouble shoot, inspect, and repair complex electrical problems. Completes all preventive maintenance and inspections on equipment. Replaces switches, light fixtures, breakers, and other general maintenance repairs. Coordinates and collaborates complex repairs with journeyman electrician and maintenance managers.

7. Structural. Works independently to trouble shoot, inspect, and repair complex structural problems. Completes all preventive maintenance and inspections on equipment. Replaces doors, windows, locks and security, and other general maintenance repairs.

8. Ground Maintenance and Pest Management. Mixes, prepares, and applies fertilizers, insecticides, and herbicides to facilities, buildings, lawn and ornamental landscape. Maintain record of application of all products, report all applications to the FM Ground Maintenance and Pest Lead, Production Control, and Maintenance Managers. Removes and replaces landscape plantings, lawn, and others landscape items. Inspects crawlspaces and other structural areas, makes repairs, seal cracks, and other maintenance to eliminate access by pests.

9. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.

10. Performs other related duties and projects as necessary or assigned, to include general custodial work if needed.


SUPERVISORY CONTROLS:
The incumbent works under the general supervision of the Maintenance Operation Manager and is guided by the policies, directives and regulations of the CFMO. Incumbent performs most work independently, and seeks supervisor’s assistance/guidance when unusual situations that do not have guidelines or clear precedents arise or when trying to resolve difficult situations that involve competing demands/priorities. The incumbent analyzes requirements, plans various phases of work, coordinates work, and resolves most problems and deviations in accordance with instructions, policies, previous training or accepted practices. Completed work is evaluated for technical soundness, quality assurance, efficient use of time and resources, resolution of normal scheduling problems, and efforts made to meet or expedite completion deadlines. Additional guidance is provided through applicable regulations, policies and procedures for technical guidance.

PERSONAL WORK CONTACTS: Contacts include military and civilian personnel of the Idaho Military Division (IMD), Idaho National Guard (IDNG) and other armed services; Division of Public Works (DPW), Department of Labor (DOL) and Industrial Services; and local contractors and building material vendors throughout the state.

WORK CONDITIONS/ PHYSICAL EFFORT: Work is generally performed in areas that are well lighted, heated, and ventilated. Incumbent may occasionally work inside in areas that are drafty. The work is sometimes dirty, dusty and greasy, and the incumbent is frequently exposed to the possibility of cuts, scrapes and bruises. The work can be physically strenuous and may include standing, walking, stooping, and bending. Incumbent is subject to dangers from exposure to high noise levels and moving equipment. Incumbent may be exposed to powerful chemicals/vapors, the possibility of electrical shock, and falling from heights of up to 60 feet (a light pole). Terrain or flooring may be hard, rough, uneven, or slippery. Incumbent must routinely lift and carry supplies and equipment up to 50 pounds unassisted, and may occasionally handle heavier items with assistance. Incumbent may be required to work long or irregular hours, and may be called in to respond to emergencies. Overnight travel for moderate periods of time (up to 4 days) is required. Incumbent may perform work and travel in extreme and adverse weather conditions.
