The Georgia Technology Authority (GTA) is currently seeking a Time Limited Technology Empowerment Fund (TEF) Program Management Consultant 1 – in the Enterprise Portfolio Management Office.

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:

The Program Management Consultant is responsible for providing program & project management consultation, assessments, and oversight functions for large-scale IT projects, as well as managing the State of Georgia’s Enterprise IT portfolio. The GTA Enterprise Portfolio Management Office helps to ensure that consistent project management principles and practices are followed across those projects and provides professional development for the state’s project managers.

Additional responsibilities include:

  • Serve as a business partner and liaison with agency senior leadership, third party vendors, and agency CIOs and/or Business Owners.
  • Participate and / or lead engagements to conduct formal and informal project reviews at predetermined points throughout the project life cycle.
  • Participate and / or lead consulting engagements with agencies.
  • Participate and / or lead Independent Verification and Validation (IV&V) teams for various size and complex IT projects.
  • Develop and present reports to executive leadership.
  • Make recommendations to GTA and agency management about project activities, course corrections, process improvements and best practices.
  • Review and make recommendations on project deliverables such as the Project Management Plan, Project Schedule, Design Documents, Data Conversion Plans, Testing Plans, Training Plans, Implementation Strategies & Rollout Plans, and Business Continuity & Disaster Recovery Plans.
  • Create and Review Business Cases and Procurement documents to ensure completeness and adherence to standards and prepare formal responses to agencies.
  • Evaluate the feasibility of an integrated project schedule.
  • Review, make recommendations on, and track Project Budgets.
  • Identify, monitor, and escalate project risks and issues, ensuring clear accountability for timely resolution.
  • Participate in the development of project management policies, standards and guidelines.
  • Develop and deliver project management training.
  • Make recommendations for improvement of processes based on observations, industry standards and best practices.
  • Interacts with cross-functional teams including architects, software engineers, developers, testers.
  • Performs other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:

Minimum Qualifications:

  • Bachelor's degree in Business Administration, IT, Computer Science and Management Information Systems or a related field from an accredited college or university AND four (4) years of experience managing large, complex and critical IT projects from beginning to end following industry recognized project management methodology and standards OR Eight (8) years of experience managing large, complex and critical IT projects from beginning to end following industry recognized project management methodology and standards.
  • Currently holds Project Management certification through the Project Management Institute (PMI) as a Project Management Professional (PMP) or PRINCE2.

Preferred Qualifications:

(Preference will be given to candidates who, demonstrate some or all the following skills/experience):

  • Master’s degree or beyond in Business Administration, IT, Computer Science, Management Information Systems or a related field from an accredited college or university.
  • Project management certification through the Project Management Institute as a Project Management Professional (PMP) or PRINCE2 or Master’s degree in Project Management.
  • Proficiency in at least two of the following areas with a minimum of 3 years of experience in each area: IT Audit, Independent Verification and Validation (IV&V), PMO Lead, Project quality assurance, Systems audit, IT Procurement, Application Implementation/development.
  • Experience working with the State of Georgia or other state government entities.
  • Experience with cloud IT systems.
  • Experience with vendor management.
  • Experience working with Portfolio / Project Management Application.
  • Private sector consulting experience.
  • Organizational Change Management experience.

COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:

Hiring Salary: *$99,200.00

Worker Type: Hybrid – State of Georgia Remote Work Option

  • Current Georgia state government employees will be subject to SPB rule provisions.
