DUTIES AND RESPONSIBILITIES:

This is a highly responsible position that monitors case work of CARES professional staff to ensure compliance with federal, state, Department and/or program guidelines and standards.

Duties and Responsibilities include but are not limited to the following:

  • Plans and conducts at a minimum annual monitoring reviews, audits, and/or performance measure assessments of each CARES field office and staff. Prior to the beginning of each year, creates a monitoring schedule and receives approval from supervisor.
  • Utilizes acquired nursing knowledge and skills in reviewing the decisions of assessors, senior assessors, RN specialists, supervisors and physician consultants.
  • Establishes monitoring objectives and scope, in consultation with supervisor to determine the nature, timing, and extent of work to be performed. Develops monitoring tools to measure program performance standards and to measure accomplishment of goals and objectives. Documents findings in working papers and prepares written report supporting findings and recommendations, disseminates as directed.
  • Collect, analysis and review data from multiple sources including but not limited to clients, documentation, client data management system for monitoring metrics and data accuracy. Analyzes data for trends and potential errors, relating it to program expectations and compliance infractions.
  • Provides clarification and technical assistance to CARES staff regarding monitoring/audit to ensure statewide congruence with CARES policies and procedures.
  • Collaborate and assist with appropriate staff, including but not limited to CARES RN Consultant, CARES Training and Research Consultant, in identifying technical assistance and training needs of CARES staff and makes recommendations for implementing improvements to ensure compliance.
  • Tracks and reconciles progress and follow-up in implementing monitoring recommendations and prescribed corrective actions.
  • Develops and implements program monitoring methodologies, techniques, and plans; designs, implements, and monitors improvement and compliance measures in conjunction with appropriate staff. RNC
  • Ensures timely and accurate data collection, reporting, and follow-up with individuals in accordance with established CARES policies, procedures, and regulations as directed in the CARES Handbook or CARES Bureau Chief.
  • Assist and collaborate with others as may be identified and directed by supervisor to ensure to maintain full compliance with present and future reporting requirements. Collects, reviews, and disseminates monitoring requirements to partners as required and/or as assigned by supervisor.
  • Develops or assists with development of program policy, manuals and administrative rules as directed by supervisor.
  • Participates in workgroups/activities to enhance service delivery and community relations.
  • Maintains a high level of professional CARES knowledge, including an understanding of State and Federal rules and laws governing the activities performed by CARES. Improves/enhances professional knowledge, skills, and abilities through education courses, seminars, workshops, review of policies and procedures, etc.
  • Participates in pilot/special projects, which involve collaborative efforts to improve assessment and delivery of services.
  • Performs other related duties as assigned.
  • Attendance is an essential function of this position.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Knowledge of rules and regulations, policies and procedures that impact CARES Program, the aging process and the effects of chronic illness, and the ability to apply knowledge.
  • Ability to interpret, compile, organize, and analyze data to develop recommendations, solve problems, document workflow and other activities monitoring. Ability to conduct fact-finding research.
  • Ability to develop monitoring procedures, tools and reports. Ability to independently conduct monitoring reviews.
  • Possess strong written and oral communication skills, and use correct grammar, punctuation, and spelling. Be detail oriented. Basic proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.
  • Ability to work independently and in a team environment. Demonstrate a professional and courteous demeanor to establish and maintain cooperative working relationships with the public and staff.
  • Ability to follow written and oral directions and instructions. Ability to read, understand, and apply complicated and detailed regulations, policies, procedures, and programs governing the agency.
  • Ability to analyze and interpret written, numerical, and verbal data from various sources. Ability to prepare clear, concise, and accurate reports in a logical format timely. Plan, organize and prioritize workload to ensure deadlines met.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials. Ability to utilize problem solving techniques and must be self-motivated.
  • Ability to lift and carry a laptop and associated documents (up to ten pounds).
  • Ability to be reliable and dependable, for example: to show up for work, ready to work on a reliable basis, and to observe established work hours and scheduled appointments.
  • Maintains confidentiality as required.

REQUIREMENTS:

  • This position is required to have and maintain a clear and active license as a Registered Nurse or be eligible to practice nursing in accordance with the Florida Administrative Code as defined by the Florida Board of Nursing.
  • Travel, including overnight travel, is required. Must possess a valid Florida driver’s license. All applicable State and local driving laws and insurance regulations must be strictly adhered to in the operation of the vehicle while performing State business.

Successful completion of a Level 2 Criminal History Background Check is required for all applicants selected for this position.
