POSITION DESCRIPTION :

Conducts research, coordinates and develops supporting documentation, and monitors performance deliverables in order to pursue and adminster functions related to both state and federal funding grant opportunities.

Oversee and administer numerous public involvement activities, meetings and hearings related to Florida Department of Transportation (FDOT) infrastructure projects both virtually and in-person.

Coordination with project managers, department staff, community and government and other project stakeholders. Development of public involvement material, including notices, handouts, presentations and other related communication resources.

Coordinates and maintains the Florida Transportation Plan, Strategic Intermodal System (SIS) and other programs having statewide and districtwide significance within District Two with both statewide and internal stakeholders.

Coordinates with Work Program, Project Management and Central Office Systems Planning to develop the SIS 5-year Plan, SIS 10-Year Plan, SIS Cost Feasible Plan and the SIS Unfunded Needs Plan.

Coodinates financial plan exercises for SIS projects using various scenarios as directed. Coordinates with Central Office Policy Planning Office to update the Systemwide SIS Data and Designation Review and the Comprehensive SIS Review of all criteria.

Coordinates all SIS change requests through the affected local government agencies, regional planning councils and Metropolitan Planning Organizations.

Tracks and maintains policy and procedures and advises district staff of SIS actions and implementation.

Serves as a contract manager for Action Plans, Environmental Contract, Master Plans and Project Development & Environment (PD&E) projects assigned to consultant firms.

Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts.

Coordinates with discipline Project Managers for the preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance.

Coordinates, reviews and approves invoices. Prepares, coordinates and negotiates Supplemental Agreements as required. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria.

Provides technical engineering comments to the consultants. Monitor the consultant's project schedule. Evaluate consultant performance.

Recommend payment or non-payment of consultant's invoices depending on the quality and quantity of work and on the overall progress of the project.

Approve or reject invoices as procedurally required. Prepare project status reports for all responsible studies.

Tracks and maintains the District priorities updated including project estimates and proposed funding strategies. Develops maps, graphics and compiles lists for the solication and review of projects.

Makes field inspection trips to accumulate information and / or assists in field studies necessary for the preparation of feasibility studies, preliminary cost estimates and various reports.

Serves as liaison and spokesperson on behalf of the Department with the public, federal, state and local agencies, and elected officials to ensure that they are made aware of project issues of which they are concerned.

Prepares displays and literature to facilitate the discussion.

KNOWLEDGE, SKILLS AND ABILITIES :

OTHER JOB RELATED REQUIREMENTS :

This position will be required to respond before, during and following emergency situations.

MINIMUM QUALIFICATIONS :

A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned;

or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience.

Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
